A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, ACCEPTING FUNDING AND AUTHORIZING SUBMITTAL OF A CALIM TO THE DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE) FOR THE SB 1383 LOCAL ASSISTANCE GRANT PROGRAM FOR FISCAL YEAR 2022-2023.
WHEREAS, The Department of Resources Recycling and Recovery (CALRECYCLE) awarded the City of Rialto SB 1383 Local Assistance Grant Program funds in the amount of $274,747 to assist with implementing regulation requirements associated with SB 1383; and WHEREAS, SB 1383 Local Assistance Grant Program grant funds are provided on a reimbursement basis; and WHEREAS, The Department of Resources Recycling and Recovery (CALRECYCLE) requires the City of Rialto to submit a request(s) for reimbursement electronically through the Grant Management System ; and WHEREAS, the SB 1383 Local Assistance Grant Program will be used to purchase materials and fund activities that are mandated by CalRecycle under SB 1383.
WHEREAS, the budget for fiscal year 2023-2024 of the City of Rialto has been adopted by this Council in its original form, and said budget will need to be amended at times to fulfill the goals of the City; and WHEREAS, the City departments may not exceed their appropriations by character of expense, with character of expense being defined as personnel services, services and supplies, capital outlay, debt service and transfers, without the consent of the City Manager; and WHEREAS, the City Manager may transfer appropriations, between departments and within their respective funds, as long as those appropriations do not exceed their fund total unless approved by Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RIALTO DOES HEREBY FIND, DETERMINE, AND RESOLVE AS FOLLOWS:
Section 1: Approve an increase in estimated revenues in the amount of $274,747 to the SB 1383 Local Assistance Grant Program Fund, Account Number 22127042-47562; and Section 2: Authorize the appropriation of $214,883.54 from SB 1383 Local Assistance Grant Program Fund, Account Number 22127042-53050 and $59,893.46 Account Number 22127042-52021 for implementing regulation requirements associated with SB 1383. \\\\
