Future street improvements for driveway approaches and utility connections for the newly created Parcel 1 and Parcel 3 will be required to be installed at the time of future development of each new parcel.

Land Use Compatibility
The project is consistent with the intent of the Single Family Residential (R-1B) zone. The proposed new lots will allow for the future development of two (2) new single-family homes in an area intended for single-family homes.

GENERAL PLAN CONSISTENCY:

The project is consistent with General Plan Goal 6-2: Promote and encourage housing development that adequately meets the needs of all socioeconomic segments of the community and region.

Policy 6-2.1:

Utilize the Managing the Land Supply Element, Zoning Ordinance, and other land use controls to provide housing sites that can facilitate and encourage the development of a variety of housing consistent with the City’s identified local needs and its regional housing responsibilities.

ENVIRONMENTAL IMPACT:

This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315, Minor Land Divisions (Environmental Assessment Review No. 2022-0080). Class 15 allows for the exemption of a project that involves the division of property in urbanized areas into four or fewer parcels when the division conforms with the General Plan and zoning, no variances are required, and all services and access are available, the parcel was not involved in a division of a larger parcel within the previous 2 years, and the parcel does not have an average slope greater than 20 percent.

PUBLIC NOTICE:

Public hearing notices for the project were mailed to all property owners within a 660-foot radius of the project site and published in the San Bernardino Sun newspaper as required by State law.

RECOMMENDATION:

The Planning Division recommends that the Planning Commission:
· Adopt a resolution (Exhibit C) approving Tentative Parcel Map No. 2022-0007 (TPM No. 20673) to allow the subdivision of one (1) 1.15-acre parcel of land into three (3) parcels for the purpose of future single-family development, subject to the findings and conditions therein.
