Tim Sullivan, Director of Public Works, presented staff report to Request City Council to: 1) Authorize a Contract Change Order Request in the Amount of $175,670 to BOA Architecture pursuant to their On-Call Agreement for Professional Architectural Services for the Design of the One-Stop Shop, City Project No. 240807; and 2) Authorize the City Manager or Their Designee to Execute all Related Documents. 0o0
Council Member Baca stated that the one-stop shop is important to the City of Rialto. He asked if this is the best direction for the City and would like other opinions. Should we think about what we want City Hall to look like in the future and how we can consolidate all the departments and have a one-stop area? 0o0
Director of Community Development Cataldi believed it is an excellent question for the City Council and City Manager to consider. He stated that the One-Stop Shop project is a great concept to consider to bring many resources together.

The Riverside Avenue location is an option. Although there are parking constraints, they can be resolved. The alternative to host the project at City Hall campus is a good option as well. The City Hall option would be a long-term solution.

The Riverside Avenue option would take approximately six to eight months to implement. 0o0
Council Member Baca expressed concerns relating to large funds expended at the Riverside Avenue option. Then to determine what will be done with that property. 0o0
TAB 3
Authorize Contract Change Order Request to BOA Architecture for the Design of the One-Stop Shop, City Project No.240807
Interim City Manager Milhiser stated the building is being improved. In five to six years, should there be plans to rebuild City Hall and consolidate it as one campus, the property would have tremendous value if resold or disposed of and get the funds back. It would not be a complete over expenditure. 0o0
Council Member Baca asked if the City would regain the funds that would be allocated towards the One-Stop Shop. 0o0
Interim City Manager Milhiser stated yes.
0o0
Council Member Scott stated that the One-Stop Shop on Riverside Avenue is not intended to be a long-term solution. It’s a short-term solution for a very serious problem for the City. It is very hard for businesses and individuals to obtain permits and do everything they need to get done. The long-term solution to build a new City Hall is more than $100 million dollars and would take more than five years to execute.

This is a short-term solution to improve the community’s ability to obtain permits and complete projects and meet with staff members and have more cohesiveness between departments.

He supports the concept but looks forward to a long-term solution. 0o0
Motion by Council Member Scott, second by Council Member Trujillo and carried by a 4-0 vote to Authorize a Contract Change Order Request in the Amount of $175,670 to BOA Architecture pursuant to their On-Call Agreement for Professional Architectural Services for the Design of the One-Stop Shop, City Project No. 240807; and Authorize the City Manager or Their Designee to Execute all Related Documents.
