1. Describe the product/service:
Jacobs Technology Inc. provides a nine (9) channel base transceiver, software defined radio platform in one chassis, coupled witt a seven (7) band CONUS amplifier for seamless transmit and receive on all U.S. cellular networks in 2G, 3G, 4G, and 5GNR [5C new radio specification transmit capable] as well as passive Wi-Fi collection for mission critical intelligence type investigations.
2. Describe how the product or service is unique and/or one of a kind:
The Base System is a high-power, multi-protocol system that can be used for a wide variety of cellular geo-location and target development applications. Protocols supported include 5G, LTE (FDD & TDD), GSM and UMTS. The system is used to locate a cellular device by triangulating the cellular signal.
3. Is the product or service available from other sources? This product is only available though Jacobs Technology Inc. and is the only vendor in the U.S. that supplies this system with these requirements and the base radio intellectual property is proprietary and only available to U.S. Law Enforcement or Military via Jacobs Technology Inc. exclusively.
4. Can your requirements be modified so that competitive products or services may be used? Please explain:
No, this technology/equipment is limited to Jacobs Technology Inc. as they are the only vendor in the U.S. to provide this equipment to Law Enforcement.

The use of specialized technical equipment is necessary to help victims and locate persons. The Rialto Police Department has determined that a radio frequency detector/cellular site simulator is the only available tool to effectively and efficiently accomplish those goals. A radio frequency detector/cellular site simulator is capable of doing in minutes what could take Detectives/Investigators dozens of hours to accomplish. It operates by detecting, triangulating, and measuring cellular phone radio frequencies.
A radio frequency detector/cellular site simulator would enhance Detectives/Investigators ability to tackle current cellular phone technological limitations and provide an effective solution in these situations. It will allow the department the ability to find missing victims and injured persons, apprehend violent and high-risk offenders, which otherwise may not be possible. This will enhance public safety by reducing violent crime within the community.
Jacobs Technology Inc. is the only company that can provide the Rialto Police Department a nine (9) channel base transceiver, software defined radio platform in one chassis, coupled with a seven (7) band CONUS amplifier for seamless transmit and receive on all U.S. cellular networks in 2G, 3G, 4G, and 5GNR [5G new radio specification transmit capable] as well as passive Wi- Fi collection for mission critical intelligence type investigations. Jacobs is the only vendor in the U.S. that supplies this system with these requirements and the base radio intellectual property is proprietary and only available to U.S. Law Enforcement or Military via Jacobs Technology Inc. exclusively. More specifically, Jacobs is the only company that offers the system as a turnkey solution with this base radio solution (nine base transceivers with used for 5G new radio transmit).
Jacobs Technology Inc. is the only company known to the Rialto Police Department that can procure, outfit, integrate, deliver, train, and support on this system. The system is delivered with a three-year all-inclusive warranty and no cost for any firmware or software for the life of the system to our users. Furthermore, the handheld RF tools are designed to work in close (seamless) integration with our base radio where no other vendors solutions can achieve this ease of operation for the inexperienced user or in an emergency when time is of the essence.
The Jacobs Technology Inc. Base Station Next Generation mobile/transportable base station radio kit is entirely proprietary in that all the hardware and software can only be modified by Jacobs, and no other company is authorized to service or support this equipment. All the software is licensed to the end user/customer specifically. While Jacobs uses some commercially available materials in the integration, we also use custom fabricated materials such as metal, aluminum, and wood materials for mountings, pass through, and cable channels as well as antenna fabrications, and those plans, techniques, manufacturing styles, as well as diagrams & drawings would be considered proprietary to our Jacobs engineering team.
The Rialto Police Department staff reviewed the marketplace for this technology and received uniformly positive feedback from numerous other local government agencies regarding their experiences with the quality and reliability of the cell site simulator supplied by Jacobs Technology Inc. The Rialto Police Department believes that the deployment of the cell site simulator, with sound polices and training, would support crime prevention, criminal apprehension, stolen vehicle recovery, and criminal investigation. Therefore, staff recommends the purchase of a cell site simulator from Jacobs Technology Inc.

Jacobs maintains sole proprietary ownership of the below listed product lines. These products are available to qualified government customers, including those at the state and local level.
BASE STATION NG - Base System (Includes 4 FTX Radio Cards) (PN: 201472-012) is a high-power, multi-protocol system that can be used for a wide variety of cellular geo-location and target development applications. Protocols supported include 5G, LTE (FDD & TDD), GSM and UMTS.
Additional FTX radio cards can be added per customer order (up to 9). Jacobs is the exclusive North America reseller for this product.
BASE STATION NG - FTX Card (PN: 201472-007) is a multiband (2G, 3G, 4G) radio card used in the BASE STATION NG system. The card is 5G ready and upgradable via a software license.
BASE STATION NG - FTX Card (w/5G NR License Included) (PN: 201472-000) is a multiband (2G, 3G, 4G, 5G) radio card used in the BASE STATION NG system.
BASE STATION NG - 8MUX (PN: 201473-001) is a high power amplifier and MUX module for BASE STATION NG. The 8MUX unit provides intelligent, low loss routing of up to eight discrete amplified frequency bands at up to 40W per band including FDD and TDD transmission.
Intelligent multiplexing allows for reduced antenna signature for discreet vehicle-based operations. Jacobs is the exclusive North America reseller for this product.
JUGULAR5 Field Kit (PN: 202570-002) is a multi-band GSM, CDMA, UMTS, LTE and 5G handheld receiver that builds on the previous generation of JUGULAR and related handheld receivers with thousands of devices in service worldwide. It is capable of detecting and measuring the signal strength of any channel in GSM, UMTS, CDMA, LTE and 5G as well as direct frequencies from 300 MHz to 6 GHz. The unit includes several new capabilities relative to the first generation JUGULAR for better performance and enhanced usability and a newly redesigned, rugged composite housing with sealed buttons for improved survivability.
TRACHEA2+ (PN: 202150-001) is a compact, stand-alone direction finding system based on the widely deployed THORACIC2 direction finder. TRACHEA2+ uses multiple Band Radio Receivers paired with high-gain, directional patch antennas to achieve amplitude based direction finding.
Standard Vehicle Integration + Vehicle (PN: 201570-003) is a full integration of Jacobs' Base Station product (a high-power, multi-protocol system that can be used for a wide variety of cellular geo-location applications) into a Jacobs provided vehicle.
As our products are only sold to government entities, and subcontractors on their behalf, the government is always given the most favorable pricing. All units are sold at the standard price. We do not provide discounts outside of those documented on our Standard Price List, available to all customers.
