The City Council creates Subcommittees as needed to accomplish the work of the Council .
Subcommittees are categorized as either, Standing or Ad Hoc. Subcommittees do not replace the work or decision -making process of the City Council as a whole and are used to provide feedback to staff .
Subcommittees enable City staff to obtain early feedback from representative members of the City Council on issues affecting public policy prior to their presentation, as necessary, to the full City Council.
Any discussion or feedback expressed or received at a Subcommittee meeting should not be construed or understood to be a decision by or for the City Council. Further, any feedback the Subcommittee may make to the City Council is based on information possessed by the Subcommittee at the time the feedback is made and may be revised or amended upon receipt by the Subcommittee of additional or newer information.

Staff recommends that the Water Subcommittee provide feedback on the El Rancho Verde Lift Station.
BACKGROUND
On September 10, 2019, the City approved Tract Map No. 20092 for the El Rancho Verde by Lytle Development Project (Project). The Project included various public improvements, including streets and sewer improvements.
On July 14, 2020, the City Council held a public hearing and approved Resolution Nos. 7644, 7645, 7646, and 7647 whereby an election was held, and the City Clerk received four ballots from the property owner who voted in favor of CFD 2020-1 (El Rancho Verde), a facilities special tax, a services special tax, and the issuance of special tax bonds for $20 million for each of the two Improvement Areas. A Funding, Construction, and Acquisition Agreement (Funding Agreement) between the City and Owner outlining the parameters of the fees that were eligible to be financed by CFD 2020-1 was also approved. The Funding Agreement also identified the process for the developer to receive reimbursement from the proceeds of the bonds and other matters relating to the disbursement of bond proceeds for eligible costs. A Joint Community Facilities Agreement (JCFA) between the City, the Owner, and West Valley Water District was also approved that identified the eligible water-related public facilities and fees to be funded and acquired by CFD 2020-1, as well as the method for reimbursement to the Owner.
On September 22, 2020, the City approved Resolution No. 7676 approving the Purchase and Sale Agreement and License and Maintenance Agreement concerning the property to be used for entry into the El Rancho Verde development. The Maintenance Agreement provided El Rancho Verde with access to the subject property so that it could construct the entrance, and also required that El Rancho Verde maintain and be responsible for all liability associated with the subject property until the project was completed and all roads and other public improvements associated with the project were ready to be dedicated to and accepted by the city.
ANALYSIS/DISCUSSION
The El Rancho Verde Lift Station was completed and placed into operation to serve the Lennar River Ranch Residential Development. Sewer from the development flows to the El Rancho Verde Lift City of Rialto Printed on 9/5/2024Page 1 of 3

6 File #: WS-24-1693, Version: 1, Agenda #:
Ranch Residential Development. Sewer from the development flows to the El Rancho Verde Lift Station which includes two pumps capable of discharging up to 660 gallons per minute. Discharge from the El Rancho Verde Lift Station is conveyed through a force main and connects to an existing manhole along Oakdale Avenue. Sewer downstream of the manhole along Oakdale Avenue is then drained to a gravity sewer system. Since the lift station was placed into service, the city has experienced Sanitary Sewer Overflows (SSOs), and nearby residential customers along Oakdale Avenue have complained due to sewer blockages.
Upon further investigation, the City of Rialto (City), Rialto Utility Authority (RUA), and Rialto Water Services (RWS) identified that the manhole receiving discharge from the El Rancho Verde Lift Station was surcharged. When an existing gravity sewer manhole/main becomes surcharged, the sewer main floods the manhole, and the downstream sewer main becomes pressurized. This explained the reason for SSOs and adjacent residential customers experiencing sewer lateral blockages.
After discovering the issue, the City/RUA performed a hydraulic assessment to confirm and identify possible solutions for mitigating the sewer deficiencies caused by the El Rancho Verde Lift Station.
The results of the analysis indicated that the discharge from the El Rancho Verde Lift Station is greater than originally indicated and needs to be relocated to a manhole approximately 650 feet downstream on Highland Avenue.
Lennar prepared engineering plans (ATTACHED) and the following construction cost estimate for the proposed work.

The anticipated cost for the force main relocation is $408,490 and Lennar has not yet committed to fund this work. Lennar’sopinion is that this work was approved by the city’sinspectors, and they are not responsible for relocating the force main.
According to city policy, approval of plans by the City or its Agents does not relieve the Owner/Contractor from the responsibilities for the correction of errors or omissions discovered. It’s the City's opinion that discharge from the El Rancho Verde Lift Station needs to be relocated as the current discharge location does not have the required capacity to support the current and anticipated sewer flows. sewer flows. Allowing continued sewer connections to the upstream system further increases the chance of sanitary sewer overflows.
Staff seeks feedback from the Water Subcommittee on how best to proceed with resolving the issues from the El Rancho Verde Lift Station.

Staff requests that the Water Subcommittee provide feedback on authorizing Rialto Water Services, as operated by Veolia West Operating Services, Inc. to begin Contract Negotiations with a Vendor to Implement the Advanced Metering Infrastructure Project. (ACTION)
RECOMMENDATION
Staff recommends that the Water Subcommittee provide feedback on authorizing Rialto Water Services, as operated by Veolia West Operating Services, Inc. to begin Contract Negotiations with a Vendor to Implement the Advanced Metering Infrastructure Project.
BACKGROUND
On March 27, 2012, the City Council and Rialto Utility Authority (RUA) took several actions related to the approval of a Concession Agreement (CA) with Rialto Water Services, LP, (RWS), as operated by Veolia West Operating Services, Inc. (Veolia). This public-private partnership assigned the operation and maintenance of the City’swater and sewer/wastewater utilities to RWS. Pursuant to Article XII “WaterFacility Improvements and Capital Projects”of the CA, certain capital projects were identified by the CA for implementation by RWS. Implementation of the utility capital projects identified in the CA is carried out pursuant to the process outlined in Article XII of the CA.
ANALYSIS/DISCUSSION
The City of Rialto (City) and Rialto Utility Authority (RUA) have secured $8 million in grant funds to implement the Advanced Metering Infrastructure (AMI) Project: $6 million from the Department of Water Resources Urban Community Drought Relief Grant and $2 million was secured from the U.S.
Department of Interior, Bureau of Reclamation.
In December 2023, Veolia requested sealed bids for the supply and installation of an Advanced Metering Infrastructure System for Rialto Water Services (RWS). Several vendors requested an extension, and an addendum was added with the due date of February 2, 2024, as well as adding a grant signage requirement to the Request for Proposal (RFP). Following the bid opening, Veolia informed staff that three (3) bids had been received, and Veolia determined that only one bid was complete. Therefore, Veolia re-bid the project.

Contract and Final Construction Work Authorization (FCWA) Negotiations After reviewing all bids and conducting interviews staff and RWS-Veolia met and concluded that the lowest responsive bidder was Aqua-Metrics. Therefore, staff and RWS-Veolia recommend that Veolia enter final negotiations with Aqua-Metrics in order to finalize the amounts necessary for a FCWA.
Staff and RWS-Veolia are also currently negotiating Veolia’sproject fees. Historically, Veolia’sproject fees have been categorized as follows with the following percent of the project cost.
Veolia’s Historical FCWA fees
Staff and RWS-Veolia, in consultation with the independent engineer, Arup, will review the applicability of the items and percentages above in preparing the final FCWA.

FINANCIAL IMPACT
Operating Budget Impact
By implementing an AMI meter system, it is anticipated that there will be a reduction in Veolia’sfield service staff due to significantly reduced field visits. The exact reduction will be calculated during the 2024-2027 Labor Reset of the Concession Agreement for Water and Wastewater with Rialto Water Services.
Capital Improvement Budget Impact
Depending on feedback from the Water Subcommittee, the Project may be fully funded through $8 million in grant funds to implement the Advanced Metering Infrastructure (AMI): Department of Water Resources Urban Community Drought Relief Grant Funds for $6,000,000 and the U.S. Department of Interior, Bureau of Reclamation Grant Funds for $2,000,000.
These grants will go before the City Council for acceptance of the grant monies at the same time that the contract is awarded to a vendor for the AMI project.

For Water Subcommittee Meeting September 11, 2024
TO: Honorable Water Subcommittee Members
APPROVAL: Tanya Williams, Assistant City Manager

Staff requests that the Water Subcommittee provide feedback on the California Growing Water Smart Grant Update for the Conceptual Landscape Design of Plant Median Pallets. (ACTION)
RECOMMENDATION
Staff recommends that the Water Subcommittee provide feedback on the California Growing Water Smart Grant Update for the Conceptual Landscape Design of Plant Median Pallets
BACKGROUND
On November 17, 2023, staff was notified of the approval of a $10,000 grant by the Sonoran Institute for a project aimed at developing a MWELO Guideline Handbook for public and city utilization.
However, following ongoing discussions within the Rialto Growing Water Smart Workgroup, an internal staff work group composed of staff from the City’sAdministration, Public Works, Community Development, and Parks, Recreation & Community Services Departments, a more tailored project was developed to better serve the interests of the city and its residents. Specifically, the grant funds were allocated toward hiring a landscape consultant to help formulate plant pallet alternatives. The project requires input from key stakeholders such as the Mayor, Mayor Pro Tem, Council Members, and the community to inform decisions regarding landscape median plant selections.
ANALYSIS/DISCUSSION
To gather community feedback on the Draft Landscape Designs, residents will be surveyed at an upcoming community event. They will be asked to rank three landscape designs in order of preference, from 1 (Most Preferred) to 3 (Least Preferred). Additionally, residents will be asked to provide a word or adjective to describe why they chose their preferred design (ATTACHMENT).
The results from this survey, along with feedback from residents in the vicinity of the project location, will be used to develop the final median design concept.
ENVIRONMENTAL IMPACT
This request is not a “Project”as defined by the California Environmental Quality Act (CEQA).
Pursuant to Section 15378(a), a “Project”means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. According to Section 15378(b), a Project does not include: (5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
