SQUARE FOOT INDUSTRIAL WAREHOUSE BUILDING THEREON
Dear Mayor and Council,
This letter is being submitted by the Center for Community Action and Environmental Justice (CCAEJ) on behalf of Rialto community members (who live on West Coast Blvd.) to appeal the recent decision by the Planning Commission on August 7th, 2024, to approve a warehouse with the item referenced above.

The first concern is that the Project has not been adequately analyzed. It is unconscionable that the City is proposing to use an EIR approved nearly three decades ago as the basis for this project. While the material prepared for the project does acknowledge that many years have passed and standards have changed in the interim, it is concerning to see that it dismisses the potential for changes in the interim to be worthy of real consideration. Even though a Subsequent EIR was completed for the project, it is comically deficient and openly states an opposition to actually implementing changes to address the impacts which it goes through the trouble of identifying. This is critical because the Project would be located in an area which is already in the top-25% of most-impacted communities in the state per CalEnviroScreen (Figure 1). To reiterate, it is troubling that the project is being evaluated based on a 1997 Environmental Impact Report (EIR), which does not accurately reflect current community conditions and needs. The addendum provided does not suffice; a new full EIR must be recirculated to ensure a comprehensive analysis, addressing the flaws and inaccuracies of the existing report.

The proposed project site is alarmingly close-approximately 50 to 80 feet from our homes—— and will generate significant truck traffic. The dock doors, facing the west side, are less than 500 feet away from residences. This proximity puts Rialto families and children at risk, especially those walking to and from school. This lacks adequate protections to ensure the safety of our students and residents.

TRUN
"Bringing People Together to Improve Our Social and Natural Environmenti Furthermore, we are disappointed by the lack of community outreach regarding this project.

Many residents received notices about the Planning Commission meeting with less than 10 days' notice, limiting their ability to engage and voice concerns effectively. This approach undermines the very essence of community involvement that is crucial for making informed decisions, that is also required by CEQA.

As an area with an existing burden, it is crucial that they not be saddled with the additional issues that would result from the cumulative impacts of the Project. We are asking that the approval be reviewed to ensure that the community is not made worse off by the Project's construction and we do not believe that the Project should be built in that location in the first place as planning efforts three decades ago simply did not take the same critical look at appropriate development standards regarding siting these types of facilities this near to community. Instead, research in the interim of the impact of these types of developments has demonstrated that this type of location is not appropriate for this type of project due to the impacts which it has on its neighbors.

We are also concerned about the truck routes for the Project, both during construction and once in operation. It is critical that for all phases of construction, that truck traffic be limited to using Locust Avenue and NOT enter the residential community via Maple Avenue or West Coast Boulevard. Additionally, design details should be used to ensure that it is not possible for trucks to make use of those roads to access the site, including by using a radius for the driveway onto West Coast Boulevard that cannot be navigated by trucks as well as by adding signage and pavement markings on West Coast Boulevard and Maple Avenue denoting that it is NOT a truck route. Residents ask that barriers be put in place for the restriction of trucks to use West Coast Blvd, because of the lack of truck enforcement and police response to these issues. The staff report did not include mitigations regarding noise and light pollution coming from this project and that is a big concern for the Rialto residents that live in the proximity.

The Rialto community implores you to prioritize the safety and quality of life for the residents of Rialto by reconsidering the approval of this warehouse project. Our community deserves a thorough evaluation and the opportunity for meaningful input into developments that directly affect our lives.

Thank you for your attention to this pressing matter. We hope to work collaboratively to ensure? a safe and thriving environment for all families.

Re: New warehouse construction corner of West Coast and Locust Ave Our family Lives in this area for over 20years, we love the quietness and safety of this little street. Our children grow up here safe and free. It called our attention this new planning to build a warehouse exactly on the corner of our street and Locust Ave, which it brings a lot of insecurity to us, and to all residents of this area. Through the last few years we encounter an unsafe traffic of lots of big trucks close by, making it really difficult to access the freeway, situation out of our control due to all these new warehouses around. Now there is a plan to build another one so close to our homes, where our residential area would be jeopardized by the heavy traffic and noise of these big trucks.

I believe in development, I like to see our city grow, but not when our safety and peace feels not secured., I call your attention to this matter through this letter, for you and your team to take in consideration some changes, and if it can't be possible, AT LEAST, TO PROHIBIT THIS BUSSINES TO USE OUR RESIDENTIAL AREA AS A COMMERCIAL STREET FOR BUSSINESS.. We would like to keep our family safe and in peace.

Sincerely,
West coast Blvd, Rialto Resident
