For the Economic Development Committee [October 23, 2024] TO: Honorable Economic Development Committee Members
APPROVAL: Colby Cataldi, Director of Community Development FROM: Daniel Casey, Principal Planner
Update on the West Coast Boulevard and Locust Avenue Warehouse Project (Master Case No. 2023 -0024)
DISCUSSION:

Rialto Springs, LLC, the applicant, proposes to develop a 225,173 square foot industrial warehouse building on 11.19 net acres of land located at the southeast corner of Locust Avenue and West Coast Boulevard. On August 7, 2024, the Planning Commission voted 3-1 (1 abstention and 2 vacancies) to approve the project. On August 21, 2024, Ana Gonzalez, Executive Director at the Center for Community Action and Environmental Justice, filed an Appeal Form requesting that the City Council consider the project and overturn the Planning Commission’sdecision. A location map is included as Attachment No. 1, and the project site plan is included as Attachment No. 2.

Planning staff presented the Appeal to the City Council on September 24, 2024. After discussion, the City Council voted 5-0 to continue the Appeal item to the November 12, 2024 City Council meeting.

In continuing the item, the City Council directed staff to further explore incorporating a terminus into the design of West Coast Boulevard and to schedule the item for the October Economic Development Committee (EDC) meeting.

Staff from Planning, Engineering Services, and the Fire Department met with the applicant on October 8, 2024 and October 14, 2024 and discussed various options that would terminate West Coast Boulevard at the east end of the project frontage. Staff and the applicant agreed upon a design that will include the installation of a cul-de-sac bulb on the east end of the West Coast Boulevard project frontage, a gate across West Coast Boulevard to physically restrict vehicle access to emergency vehicles only, and a “hammerhead”turnaround at the existing terminus of West Coast Boulevard. This solution will separate traffic between the proposed industrial use and the existing residential uses to the east, provide access for emergency vehicles, and provide safer and more efficient turnaround movements for vehicles on the existing segment of West Coast Boulevard that currently dead ends east of the project site. An exhibit detailing the proposed improvements to West Coast Boulevard is included as Attachment No. 3.

RECOMMENDATION:

Staff recommends that the EDC receive the update and provide any comments.

For Economic Development Committee [October 23, 2024]
TO: Honorable Economic Development Committee Members
APPROVAL: Colby Cataldi, Director of Community Development FROM: Sandra Robles, Senior Planner
SCAG Grant Funding Opportunity, REAP 2.0

BACKGROUND
The Regional Early Action Planning (REAP 2.0) is a grant program established in 2019 by the Department of Housing and Community Development (HCD). REAP 2.0 provides grant funding for planning activities to accelerate housing production. The REAP Grants awarded in 2021, expand the program for planning and implementation investments that support infill development.

ANALYSIS/DISCUSSION
Southern California Association of Governments’ (SCAG) Programs to Accelerate Transformative Housing (PATH) is a REAP 2.0 grant program suitable for infill development . Program objectives are to facilitate the development of the housing supply, choice and affordability; affirmatively further fair housing; and reduce vehicle miles traveled. Further, all residential development must be in areas meeting the definition for “In-fill” provided in the REAP 2.0 state guidelines.

SCAG awarded the City a grant of $193,000 to implement the “Catalytic Housing Initiative for Downtown Rialto” to accelerate the development of affordable housing on public and private land.

The work performed under this grant will help identify underutilized sites near transit, analyze site- specific constraints and solutions for utilities, locate financing, and promote residential mixed-use development. As part of the project, will include the issuing of up to three (3) Request for Proposals (RFPs) for different sites the development of infill sites during the project expenditure period.

RECOMMENDATION
Staff recommends that the Economic Development Committee receive this report, discuss and provide feedback to staff.
