IMPACT OF NO CDBG FUNDING
Describe the effect of partial or no CDBG-CV funding on your project/activity.
Without CDBG-CV funding, it is likely that low income individuals will have some difficulty in obtaining access to COVID testing, and thus may not take the proper precautions or seek the necessary medical care. Leading to an increase in cases and an increase of burden on the community healthcare resources as a whole.

Does your p
roposed project/activity address an identified gap in service or current need in the community? Document the need for the project/program.
Yes, the proposed project addresses a current need in the community..Additionally, 91% of Rialto residents who received landlord-tenant services were persons with LMI incomes (26% extremely low, 45% low, 19% low-mod). The adverse effects of COVID-19 continue to impact Rialto. residents. Rialto is home to many essential workers. Community members need access to information, education, and mediation services to help prevent and resolve landlord/tenant disputes related to COVID-19.
This landlord/tenant Coronavirus program will provide information, education, and mediation services to residents of Rialto who have concerns related to Coronavirus and landlord/tenant matters. Intakes will be conducted to determine the nature of the problem that needs to be addressed. We will also review cases to provide information and assistance with fair housing concerns related to Coronavirus.
Appropriate referrals to other community agencies will also be provided. These services will help prevent homelessness and promote housing stability City of Rialto CDBG-CV Application Page 9 of 18
BENEFIT
Discuss how the
project/program provides benefit to low-income persons.
COLLABORATION
Has your organization/agency developed this project in collaboration with other groups/organizations? If so, please list the groups/organizations and describe their roles in this project.
IFHMB contracts with several CDBG program participant jurisdictions in three Southern California counties (San Bernardino, Riverside, and Imperial) to provide fair housing services, and landlord-tenant mediation services. IFHMB also receives funding to provide HUD-approved default/foreclosure counseling services. Please see the attached Secured Funders List for additional information.
IFHMB's landlord/tenant Coronavirus services program will provide benefits to persons who have low incomes. There is a continued need for landlord/tenant information, education,
outreach, and mediation services. The proposed programs will also help identify and process fair housing complaints related to COVID-19. Housing discrimination limits housing opportunitie
s. Fair housing education helps to prevent discrimination that is the result of lack of knowledge
of fair housing laws. City residents including low-income persons will benefit from having increased knowledge of fair housing laws. The proposed program will help increase housing choice, and decrease homelessness. In the 2021-22 fiscal year, 100% of the City of Rialto residents who received services in our fair housing program fell into the LMI income categories (26% extremely low, 45% low, 19% low-mod).
