1. Describe the product/service:
Pristine Uniforms has uniforms and equipment for the San Bernardino County Sheriff Academy. Specifically, they have the academy PT uniform, hat, and necessary specifications for trainees while at the academy.
2. Describe how the product or service is unique and/or one of a kind:
The San Bernardino County Sheriff's Academy has very specific uniform/equipment requirements. Pristine Uniforms are familiar with these specifications and possess the appropriate uniforms/equipment in stock.
3. Is the product or service available from other sources? Some of the general uniforms are available at other uniform stores; however, Pristine Uniforms is the only uniform store in San Bernardino hat possesses the San Bernardino County Sheriff's Academy specifications for some of the uniforms/equipment. In addition, Pristine Uniforms is the primary uniform store for the majority of the San Bernardino law enforcement agencies that attend this academy.
4. Can your requirements be modified so that competitive products or services may be used? Please explain:
No. The San Bernardino County Sheriff's Academy has specific specifications that have to be met by all trainees who attend. No other uniform store in San Bernardino County has the equipment and uniforms that Pristine Uniform has and is needed for the academy.
5. Submit a detailed memo explaining the steps taken to determine this is a sole source vendor and justify the need.

This sole-source justification is submitted to support the procurement of uniforms and equipment from Pristine Uniforms for department personnel attending the San Bernardino County Sheriff's Academy.
Pristine Uniforms is one of three uniform vendors with which the department currently holds contracts (the others being Galls and P&P Uniforms). However, Pristine Uniforms is the only vendor located within San Bernardino County and, more importantly, maintains an exclusive partnership with the San Bernardino County Sheriff's Academy. This exclusive partnership makes Pristine Uniforms uniquely qualified to fulfill the department's uniform and equipment needs, as they are the sole provider of Academy-specific uniforms and equipment.
All law enforcement agencies sending personnel to the San Bernardino County Sheriff's Academy rely on Pristine Uniforms for their uniform and equipment needs. This established partnership ensures consistency, compliance, and operational readiness among all recruits. Due to the specialized nature of the required items, no other vendor is able to meet the Academy's stringent standards for uniforms and equipment.
This procurement is in full compliance with Section 2.48.280 of the Rialto Municipal Code, which permits sole-source purchasing for proprietary goods or services not available from multiple vendors. Pristine Uniforms' exclusive relationship with the Sheriff's Academy qualifies them as the sole-source provider for these items, ensuring that department personnel will be fully outfitted and equipped in accordance with Academy standards.
The purpose of this sole source is to increase the existing Purchase Order (PO) by $60,000 with Pristine Uniforms. The department has funding available this fiscal year for the increase to the PO. Pristine Uniforms is the only vendor capable of meeting the department's uniform and equipment requirements for the San Bernardino County Sheriff's Academy. Approval of this justification will allow the department to proceed efficiently with the procurement of uniforms and equipment, ensuring timely and proper preparation of personnel attending the Academy. This will allow the department to proceed without delays while maintaining compliance with Academy standards.
