FINAL CONSTRUCTION WORK AUTHORIZATION
RIALTO CITY WELL #3A REHABILITATION PROJECT - PHASE 1

Well 3A Details
City Well No. 3A was constructed in late 2010 by Bakersfield Well and Pump Company of Bakersfield, California. RCS geologists were retained by the City at that time to provide the final design for the well and were also present to observe construction and post-construction testing of the well.

A copy of the State of California Department of Water Resources (DWR) Well Completion Report No. e0121113 (also known as the driller’s log) is attached to this FCWA.

Project History

1. City Well No. 3A was constructed in 2010, and post-construction pumping tests and sample and analyses of a final wellblend sample revealed that arsenic (As) was detected

2. In September 2011, following those original pumping tests and groundwater sampling events, additional, but shorter term, testing and sampling of the well were conducted (also with a test pump) at the request of the City; in the nearly 12-month time period between these two testing and sampling events, the well remained unpumped. The purpose of the September 2011 testing was to try to determine if As concentrations had changed over time with respect to pumping rates, water level depths, and/or current flow regimes within the well. The results of this additional short-term testing revealed that As concentrations were at or above the DDW Primary MCL of 10 μg/L for this constituent for each of the perforated intervals within the well and at each of the three different pumping rates used during the 12-hour step drawdown test.

3. In October 2013 - under direction from the City, Veolia contracted with Richard Slade & Associates to perform an initial well video survey; The purpose of this initial video was to check the overall physical condition of the blank and louvered sections of the casing. Information from this video survey was also used to help determine an appropriate rehabilitation program for this well.A static flowmeter (spinner) survey was performed immediately following the video survey to determine the relative direction of the current groundwater flow inside the well casing and also to determine the relative rate of groundwater flow currently entering each perforated section of casing in the well under static (non-pumping) conditions.

4. Following our review of the October 2013 video and static spinner surveys, RCS geologists prepared Technical Guidelines and provided them to the City/Veolia for the proposed packer testing and sampling in City Well No. 3A. These Technical Guidelines, which were dated April 2014, were then provided to potential contractors for bidding by the City/Veolia.

5. In July 2014, the City/Veolia contracted Best Drilling and Pump, Inc. (BEST) to perform the scope of work outlined in the Technical Guidelines. This groundwater sampling in conjunction with packer testing was performed in order to help determine the concentration of arsenic as the main constituent of concern (COC), along with the concentrations of total dissolved solids (TDS)under three separate, 7-day testing periods.

6. Based on the results of the packer testing and groundwater sampling conducted at City Well No. 3A, elevated As concentrations were encountered in samples from each of the three pumping tests. Specifically, groundwater sampling revealed that As concentrations were generally below the DDW Primary MCL of 10 μg/L for Pumping Test 1 (pumping from all perforated intervals in the well) and Pumping Test 3 (pumping from only the uppermost perforated intervals between Rialto City Well 3A Rehabilitation Project - Phase 1
500 ft and 630 ft bgs), with only a few exceptions. Laboratory analyses from groundwater samples collected during Pumping Test 2 (pumping only from the deep zones below 710 ft bgs) revealed that As concentrations consistently exceeded the DDW Primary MCL of 10 μg/L for every sample collected throughout the entire pumping period.

7. Sampling for TDS during all three pumping test periods revealed that this constituent exhibited only minor fluctuations during testing, and did not appear to change significantly with respect to time and/or specific perforated intervals being pumped. TDS concentrations were as follows:

Pumping Test 1, TDS ranged from 164 to 199 mg/L; during Pumping Test 2, TDS values ranged from 142 to 168 mg/L; during Pumping Test 3, TDS values reportedly ranged between 161 to 219 mg/L. Thus, there were no definitive trends for TDS from the groundwater samples collected throughout testing.

Current Status
The City of Rialto has obtained Grant Funding in the amount of $4,500,000 for this project from two grant sources. These grant deadline dates have been recently extended to June 2026. In the first phase, Veolia has gathered quotes from (3) contractors for the scope of work noted below. Once the first phase is completed, the results of 2025 testing of Well 3A will be evaluated and a path forward for Phase 2 will be identified. A second FCWA will be presented to the City Council for approval once Phase 1 is completed.

Scope of Work - Phase 1

1. Phase 1 tasks are listed below:
a. pump test,
b. pre/post video,
c. bail and brush,
d. 60 hr pump development test
e. sampling/testing for water quality

Scope of Work-Phase 2 - FUTURE FCWA AUTHORIZATION

2. Phase 2 will be the design and construction of the treatment unit. a. A project site will have to be selected based on the footprint of the treatment unit and ancillary equipment.
b. A design to address the treatment options and unit needed, but also design for the mechanical and electrical installations will be needed. c. The treatment unit, more than likely, will be a plug & play skid. i. Environgen is an option for the treatment unit.
ii. A brine processing unit might be needed.
d. A booster station to overcome elevation may be required (based on design) e. Veolia to reach out to small design firms for the engineering of the mechanical and electrical portion.
f. Veolia will have to coordinate with the electrical utility for a new service(s). g. Veolia will reach out to the water board to give them a heads up of the project.

Additional information gathering and cost estimates for the overall project is in the process. This includes but is not limited to:

1. Permitting

2. Design

3. Construction

Cost Estimate
See Attachment 1 – Final Cost Sheet with total cost of and breakdown costs. The requested approval amount for Phase 1 of this project is $328,098. The costs quoted herein are valid until 06/15/2025.

Schedule
Veolia will execute a subcontract with the subcontractor immediately upon receipt of a signed FCWA from the City of Rialto. The Phase 1 portion of this project is scheduled to be completed within 45-60 days from receipt of the approved FCWA.
