entitlement jurisdiction, the City is
required by the Unit ed States
Department of H ousing and Urba n
Deve lopment (HUD ) to complete the
Consolidate d P lan (ConPlan) and
Anal ysis of Impedim ents to Fa ir
Housi ng Choice every five years.
Furthermore , the Cityis required to
cond uct a public hearing to receive
input and provide direction
conce rning the draft Five -Ye ar
Consolidate d Plan for the allocation
of Community Developm ent B lock
Gr an t (CDBG) and HOME
Investment Partnership (HO ME)
progra m funds. The purpose of the
ConPlan is to identify Rialto's
hou sing and commun ity
dev elop ment needs , priorities,
goa ls,and strategies and to stipulate
how funds will be allocated to
hou sing and commu nity
dev elop ment activitiesover the ne xt
five year s. The CDBG Program
provides federal funds for local
improv ement pro jects and
progra ms. Activi ties assisted with
CDBG funds must m eet one of the
three nat ional objectives:
principally benefit low an d
mod er ate -income persons, aid in the
prevention or elimination of slums
and blight,or meet other commun ity
dev elop ment needs having
particular urgency. The HOME
Progra m provides form ula grants -
often in partnership wi th local
non profit gro ups - to fund a w ide
range of activities including
building, buying, and /or
rehabilitating affordable housing or
providing direct rental assistance to
low -income people. HOM E is the
largest Feder al block grant to state
and local governments desig ned
exclusively to create affor da ble
hou sing for low -income household s.
Th e Cons olidated Plan is a five -
yea r plan detailing the priorities an d
need s of the comm unity for the use
of CDBG and HOME funds.
Th e Annual Action Plan is
submi tted to HUD on an annu al
basis and identifies how the City
plan s to use the federal mo ney
during the next fiscal year to mee t
the goa lsand objectives approved by
the City Counci l in the F ive -Ye ar
Consolidate d Plan.
The Citizen Part icipation Pla n
sets forth the City of Rialto'spolicies
and proc edures for cit izen
participation in the developmen t of
the Consolidated Plan Documents
and any subsequent amendmen ts.
The CPP provides an oppor tunity for
non profit service agencies an d the
com m unity to w ork in part nership
wi th the City to identify need s an d
allocate CDB G and HOM E fun ds.
Thi s draft Consolidated Pla n
covers the period from July 1, 2025
throu gh June 30, 2030. Included
wi thin this Consolidated Plan is the
Annual Act ion Plan for the period
July 1, 2025 through June 30, 202 6,
otherw ise kno wn as the 2025
progra m yea r. Availability of
Docu ment for Publi c Com ment: Th e
City of Ri alto encour ages citizen
participation in the planning
process. The Draft 2025 -2029
Consolidate d P lan which includes
the Draft Fiscal Year 2025 -2026
Annual Action P lan; and Citizen
