Mayor Pro Tem Scott commented that the statement made related to the prior City Council a uthorizing the rate increases to Prop. 218 is misleading. He stated that the City Council accepted the results of Prop. 218.

He asked that the Prop. 218 process be explained to the community who do not understand the process and what the outcome was. 0o0
Mr. Heftman stated that the Prop. 218 process is mandated by the State.

When rates are changing, notification to the public is required.

The requirement can be sent out to the public for no more than five years. You can estimate rates or five -year periods. Those rates would be considered not to exceed rates. If there is opposition that is presented to the City during Prop . 218 to put down the adjusted rate Prop. 218 notification process, there needs to be more than 50 percent of personal owners throughout the City, it would be required to turn down the Prop. 218 notice. In 2023, he does not recall that level was met.
0o0
Mayor Pro Tem Scott asked for the percentage in opposition or was there any opposition.
0o0
Mr. Heftman stated he does not specifically know the figures. 0o0
Mayor Pro Tem Scott asked if there were persons who owned property in the City of Rialto and objected to the rate structure that was proposed, they could have sent in a letter of opposition.
0o0
Mr. Heftman stated correct or c ould have appeared at the Public Hearing.
0o0
Mayor Pro Tem Scott stated th e threshold was not met, then the rate structure was brought before the City Council and approved. 0o0
Mr. Heftman stated that is correct.
0o0
Mayor Pro Tem Scott clarified that if people have opposition to utility, trash or water rate increases, they should write a letter of opposition to the City.
0o0
Mr. Heftman stated that it is correct.
