Project Location (City): City of Rialto Project Location (County): San Bernardino Project Description: The City of Rialto will complete the Advanced Metering Infrastructure (AMI) Implementation Project (Project). The Project includes the upgrade of 12,291 existing touch meters with an AMI fixed network system that will automatically collect and store consumption data, improving water conservation and water use efficiency, water management, energy savings, and carbon emissions. The Project will be implemented across the City's entire distribution system to provide water usage information, including high water usage and leak detection alerts that will be provided to customers. The Project will include: 1) procurement of water meters, AMI transmitters, transmitter holders, gateway collectors, meter lids, software, a web-based utility management portal and a web- based Customer Portal for users to access consumption data; 2) integration of the AMI system into the City's Customer Information System; and 3) other items as determined. The Project will convey near real-time customer water use data via the City's Customer Portal, reduce water loss through enhanced leak detection capabilities, reduce water demand by enhanced conservation and leak notification, reduce energy use, and reduce carbon emissions by reducing imported water and the use of automated meter reads. The Project is a priority for the City to achieve quantifiable and sustained water savings by reducing imported water demand.

Reasons why project is exempt: This project is exempt under CEQA Section 15301 Existing Facilities. CEQA Section 15301 allows for the operation, repair, maintenance, or minor alteration of existing public or private facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Subsection (a) allows for interior or exterior modifications including partitions, plumbing, and electrical conveyances.
