Questions & Comments
Mayor Baca inquired whether pipelines that are 60 to 70 years old require replacement and if a timeline has been established for the replacement.
o Stephen Dopudja advised that pipelines in this age category need replacement because they are at the end of their useful life. Otherwise, the City would likely end up cutting into the streets and doing patchwork repairs. A timetable can be obtained from the Public Works Department, which leads the project.
Major Baca asked if staff have sought grant funds for the CIP projects?
o Mr. Dopudja advised that federal funding is sought after for our projects.
Mayor Pro Tem Scott requested a report that outlines the sources of the Development Impact Fe es (DIF), specifically identifying which developments contributed to these fees.
Mayor Pro Tem requested an update on the security project.
Mayor Pro Tem would like confirmation that the hydrant project that is proposed to be deferred will not pose any fire safety risk for the community and requested input from the fire department.
Mayor Pro Tem raised the topic of a debt issuance policy and noted that the City currently lacks a formal policy, suggesting that one should be established, as well as a 5-year plan.
3 It was discussed that the city does not receive a d valorem tax to support its capital improvement projects, while some agencies do, such as the West Valley Water District.
The Prop 218 calendar date was discussed. It was determined that the Prop 218 hearing would go before the City Council on January 13, 2026.
The Water Subcommittee’s feedback was to move this item forward for recommendation to the City Council.
