NOTICE IS GIVEN THAT THE FOLLOWING APPLICATIONS HAVE BEEN FILED WITH THE CITY COUNCIL OF THE CITY OF RIALTO PURSUANT TO CHAPTER 18.70 (ENVIRONMENTAL REVIEW) OF THE RIALTO MUNICIPAL CODE, CHAPTER 18.78 (SPECIFIC PLANS) OF THE RIALTO MUNICIPAL CODE, AND CHAPTER 18.79 (DEVELOPMENT AGREEMENTS) OF THE RIALTO MUNICIPAL CODE:
Specific Plan Amendment No. 2024-0005: A request to change the specific plan land use designation of approximately 20.8 acres of land (APN’s: 0264-211-15 & -20; 0264-212-44, -46, & -54; Portions of 0264-212- 17 & -45) from a mix of Public Park within the Renaissance Specific Plan and Employment with a Designated Park Overlay within the Renaissance Specific Plan to Business Center within the Renaissance Specific Plan, change the specific plan land use designation of approximately 10.3 acres of land (APN’s: 0264-212-12 & -30; Portions of 0264 -212-05, -06, -17, & -45) from School within the Renaissance Specific Plan to General Commercial with a Residential Overlay within the Renaissance Specific Plan, and reconfigure Miro Way to extend from Linden Avenue to Ayala Drive.
Environmental Assessment Review No. 2024-0025: A Subsequent Environmental Impact Report to the 2016 Renaissance Specific Plan Amendment Subsequent Environmental Impact Report has been prepared for consideration in conjunction with Specific Plan Amendment No. 2024 -0005, in accordance with the California Environmental Quality Act (CEQA).
First Amendment to the Development Agreement between the City of Rialto and Lewis-Hillwood Rialto Company, LLC: Consideration of a first amendment to the Development Agreement between the City of Rialto and Lewis-Hillwood Rialto Company, LLC to delete and replace references and provisions related to “Public Park”.
Planning Commission Action Recommending Approval. On November 5 , 202 5, the Planning Commission, following a duly noticed public hearing recommended approval of Specific Plan Amendment No. 202 4-0005, Environmental Assessment Review No. 202 4-0025, and the First Amendment to the Development Agreement between the City of Rialto and Lewis -Hillwood Rialto Company, LLC to the City Council.
NOTICE IS FURTHER GIVEN THAT THE ABOVE APPLICATIONS HAVE BEEN SET FOR A PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF RIALTO TO BE HELD ON:
TUESDAY, JANUARY 13, 2026, AT THE HOUR OF 6:30 PM, IN THE COUNCIL CHAMBERS, 150 SOUTH PALM AVENUE, RIALTO, CA 92376
AND ANY PERSON CONCERNED MAY APPEAR AND BE HEARD IN SUPPORT OF OR IN OPPOSITION TO THIS MATTER AT THE TIME OF HEARING. IN COMPLIANCE WITH THE AMERICANS WITH
DISABILITIES ACT, IF YOU NEED SPECIAL ASSISTANCE TO PARTICIPATE IN THIS MEETING, PLEASE CONTACT THE DEPUTY DIRECTOR OF MAINTENANCE & FACILITIES AT (909) 421 -7279.
NOTIFICATION 48 HOURS PRIOR TO THE MEETING WILL ENABLE THE CITY TO MAKE REASONABLE ARRANGEMENTS TO ENSURE ACCESSIBILITY TO THIS MEETING (28 CAR 35.102-35.104 ADA Title II).

HOW TO MAKE A PUBLIC COMMENT:
(1) Appear at the meeting and speak during the public comment period. We request that you complete a Public Speaker Form and submit it to the City Clerk before the meeting.
