NOTICE OF PUBLIC HEARING
NOTICE IS GIVEN THAT THE FOLLOWING APPLICATION HAS BEEN FILED WITH THE CITY COUNCIL OF THE CITY OF RIALTO:
General Plan Amendment No. 25-0001: State law requires each city to update their General Plan Housing Element for the Sixth Cycle, which applies City-wide (“Housing Element Project”). As part of the Housing Element Project, the City is amending the Environmental Justice Element to conform to the Housing Element.
Environmental Assessment Review No. 25-0020: An Initial Study Mitigated Negative Declaration pursuant to the California Environmental Quality Act (CEQA) has been prepared for consideration in conjunction with the Housing Element Project.
Zoning Code Amendment No. 25-0002: As part of the Housing Element Project, establishing a residential overlay and to modify permitted land uses and residential densities to facilitate the development of housing.
Specific Plan Amendment No. 25-0001: As part of the Housing Element Project, amending the Foothill Central Specific Plan to establish a residential overlay to facilitate the development of housing.
Specific Plan Amendment No. 25-0002: As part of the Housing Element Project, amending the Gateway Specific Plan to establish a residential overlay to facilitate the development of housing.
Project Description: The project proposes updates to Rialto’s General Plan (including the Housing Element), Foothill Central and Gateway Specific Plans, Zoning Code, and Environmental Justice Element to meet the City’s RHNA housing capacity, ensure consistency, implement the 2021–2029 6th Cycle Housing Element, and align with State law. These changes apply citywide. Project documents, including the Initial Study–Mitigated Negative Declaration and related amendments, are available on the City’s website (https://www.rialtoca.gov/633/Plan-to-House-Our-Rialto-Housing-Element) and at Rialto City Hall from Monday through Thursday, between the hours of 7:00 a.m. and 6:00 p.m.
NOTICE IS FURTHER GIVEN THAT THE ABOVE APPLICATION HAS BEEN SET FOR A PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF RIALTO TO BE HELD ON:
TUESDAY, FEBRUARY 24, 2026, AT THE HOUR OF 6:30 PM, IN THE COUNCIL CHAMBERS, 150 SOUTH PALM AVENUE, RIALTO, CA 92376 AND ANY PERSON CONCERNED MAY APPEAR AND BE HEARD IN SUPPORT OF OR IN OPPOSITION TO THIS MATTER AT THE TIME OF HEARING. IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT, IF YOU NEED SPECIAL ASSISTANCE TO PARTICIPATE IN THIS MEETING, PLEASE CONTACT THE DIRECTOR OF MAINTENANCE & FACILITIES AT (909) 421-7279. NOTIFICATION 48 HOURS PRIOR TO THE MEETING WILL ENABLE THE CITY TO MAKE REASONABLE ARRANGEMENTS TO ENSURE ACCESSIBILITY TO THIS MEETING (28 CAR 35.102-35.104 ADA Title II).

Spectrum Channel 3 and AT&T Channel 99.
