MEMORANDUM
DATE: April 1, 2026
TO: Shanita Simmons, Purchasing Manager
FROM: Tim Sullivan, Assistant City Manager TS
SUBJECT: SOLE SOURCE - COLD SPRING GRANITE COMPANY
I am requesting approval of my sole-source request with Cold Spring Granite Company dba Coldspring, for the provision of granite monoliths and associated metal artwork for the proposed Veterans Monument.

Coldspring has experience producing similar custom-designed artwork, monuments and memorials. The talents of Coldspring meet the City's artistic needs to honor its veterans through the construction of a monument. Below are expanded answers to the sole-source justification memo:

Question 2: Coldspring possesses specialized expertise in the design, fabrication, and installation of large-scale granite monument systems, including precision engraving and custom metal silhouette relief artwork. The firm has direct experience with the specific design elements developed for this project and has collaborated with City staff throughout the conceptual design process, resulting in a monument design uniquely tailored to Rialto's vision and not replicable by any other vendor without compromising artistic integrity and design continuity.

Question 3: While other vendors may offer general monument or granite fabrication services, Coldspring has the specialized artistic expertise, established design collaboration with the City, and capacity to produce the specific custom artwork, engraving specifications, and integrated metal relief components required for this project as designed and within the required timeframe.

Question 4: No. The monument design was developed collaboratively with Coldspring over several months in consultation with the City's Veterans Committee. Modifying the requirements to accommodate a different vendor would necessitate a fundamental redesign of the monument's artistic elements, would compromise the creative vision and design continuity established through that process, and would result in a product that does not reflect the Committee's recommended conceptual design.
