A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO,
CALIFORNIA, ADOPTING THE 2025 SAN BERNARDINO VALLEY
REGIONAL URBAN WATER MANAGEMENT PLAN.
W
HEREAS, the City of Rialto and other water suppliers within the San Bernardino Valley have long recognized the importance of regional collaboration and regularly work across jurisdictional boundaries to prepare regional planning documents and implement regional multi - benefit projects and programs that address multiple water resource management issues, including local and imported water supplies, recycled water, stormwater management, groundwater management, water use efficiency, drought response, and many others; and W
HEREAS, The California Urban Water Management Planning Act, Water Code Section 10610 et seq. (UWMP Act), mandates that every urban supplier of water providing water for municipal purposes to more than 3,000 customers or supplying more than 3,000 acre feet of water annually, prepare an Urban Water Management Plan (UWMP); and W
HEREAS, the City of Rialto meets the definition of an urban water supplier for purposes of the UWMP Act; and
W
HEREAS, the UWMP Act requires that said UWMP be updated and adopted at least once every five years on or before July 1, in years ending in six and one; and W
HEREAS, the UWMP Act allows for water suppliers to work together to develop a cooperative regional UWMP and in 2010, 2015, and 2020, the San Bernardino Valley Regional UWMP (RUWMP) was prepared collaboratively by multiple water suppliers to collectively meet the requirements of the UMWP Act; and

WHEREAS, the City of Rialto participated in the 2010, 2015, and 2020 RUWMP; and W
HEREAS, valuable synergies are realized by preparing a RUWMP, including reduced preparation costs, a consolidated reference document, enhanced collaboration, and more robust integrated planning and decision-making; and
W
HERAS, the 2025 RUWMP document is organized into four parts: Part 1 – Regional Context, Part 2 – Individual Agency UWMPs, Part 3 – Regional Supporting Information and Part 4 – Individual Agency Supporting Information; and
W
HEREAS, as a participant in the 2025 RUWMP, the City of Rialto has prepared those portions of the RUWMP applicable to the City of Rialto to meet the requirements of the UWMP Act and other applicable laws and regulations which include Part 1, Part 2 Chapter 5: City of Rialto UWMP, Part 3, and Part 4 Appendix E: City of Rialto Supporting Information; and WH
EREAS, in accordance with applicable legal requirements, the City of Rialto has undertaken certain coordination, notice, public involvement, public comment, and other procedures in relation to the 2025 RUWMP; and
WH
EREAS, in accordance with the UWMP Act, The City of Rialto has prepared the 2025 RUWMP with staff from its own agency, with the assistance of consulting professionals, and in cooperation with other governmental agencies, and has utilized and relied upon industry standards and the expertise of industry professionals in preparing its 2025 RUWMP, and has also utilized the DWR Guidebook for Urban Water Suppliers to Prepare 2025 Urban Water Management Plans; and
WHEREAS, in accordance with applicable law, a Notice of a Public Hearing regarding the City of Rialto’ s adoption of Part 1, Part 2 Chapter 5, Part 3 and Part 4 Appendix E of the 2025 RUWMP was published within the jurisdiction of the City of Rialto on May 23, 2026; and -3

WHEREAS, in accordance with applicable law, including but not limited to Water Code sections 10608.26 and 10642, a public hearing was held on June 23, 2026 at 6:30 P.M., or soon thereafter, in the boardroom of the offices of the City of Rialto, 150 S. Palm Avenue, CA 92376 in order to provide members of the public and other interested entities with the opportunity to be heard in connection with proposed adoption of the 2025 RUWMP and issues related thereto; and W
HEREAS, pursuant to said public hearing on the 2025 RUWMP, The City of Rialto , among other things, encouraged the active involvement of diverse social, cultural, and economic members of the community within the City of Rialto’s service area with regard to the preparation of the Plan, encouraged community input regarding the 2025 RUWMP; and WH
EREAS, the City Council for the City of Rialto has reviewed and considered the purposes and requirements of the UWMP Act, the contents of the 2025 RUWMP, and the documentation contained in the administrative record in support of the 2025 RUWMP, and has determined that the factual analyses and conclusio ns set forth in the 2025 RUWMP are legally sufficient; and
WH
EREAS, the City Council for the City of Rialto desires to adopt Part 1, Part 2 Chapter 5, Part 3 and Part 4, Appendix E of the 2025 RUWMP in order to comply with the and UWMP Act.

, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIALTO AS FOLLOWS:

ection 1: Part 1, Part 2 Chapter 5 , Part 3 and Part 4 Appendix E of the 2025 RUWMP is hereby adopted as amended by changes incorporated by the City Council of the City of Rialto as a result of input received (if any) at the public hearing and ordered filed with the City Clerk for the City of Rialto;

Section 2: The Director of Public Works is hereby authorized and directed to include a copy of this Resolution in the City of Rialto’s 2025 RUWMP; S
ection 3: The Director of Public Works is hereby authorized and directed, in accordance with Water Code sections 10621(d) and 10644(a)(1) -(2), to electronically submit a copy of the Agency portions of the 2025 RUWMP to DWR no later than July 1, 2026; S
ection 4: The Director of Public Works is hereby authorized and directed, in accordance with Water Code section 10644(a), to submit a copy of the 2025 RUWMP to the California State Library, and any city of county within which the City of Rialto provides water supplies no later than thirty (30) days after this adoption date; S
ection 5: The City of Rialto / Director of Public Works is hereby authorized and directed, in accordance with Water Code section 10645, to make the 2025 RUWMP available for public review at The City of Rialto offices during normal business hours and on the City of Rialto website no later than thirty (30) days after filing a copy of the 2025 RUWMP with DWR; S
ection 6: The Director of Public Works is hereby authorized and directed, in accordance with Water Code Section 10635(b), to provide that portion of the 2025 RUWMP prepared pursuant to Water Code Section 10635(a) to any city or county within which The City of Rialto provides water supplies no later than thirty (30) days after submitting a copy to DWR; S
ection 7: The Director of Public Works is hereby authorized and directed to implement the 2025 Plan in accordance with the UWMP Act and to provide recommendations to the City Council of the City of Rialto regarding the necessary budgets, procedures, rules, regulations, or further actions to carry out the effective and equitable implementation of the 2025 RUWMP in collaboration with the regional partners.
