CITY OF RIALTO PUBLIC WORKS

TECHNICAL CONSULTANT SERVICES TO

ASSIST WITH NPDES PROGRAM
RFP # 26-028
11 contracts with Caltrans, Southern California Edison, and Los Angeles County Department of Public Works, demonstrate the firm's capacity to support long -term programs and deliver professional services on an on -call and task order basis. The firm's consistent record of contract performance, technical excellence, and commitment to client service has established Casc Engineering and Consulting as a trusted partner for sustainable development and environmental stewardship throughout the region.

Casc's client roster for NPDES and stormwater services reflects extensive engagement throughout the Inland Empire region, including the cities of Rialto, Colton, Fontana, Rancho Cucamonga, Redlands, San Bernardino, Highland, Grand Terrace, Loma Linda, and Yucaipa, as well as San Bernardino County Public Works. This regional concentration means Casc staff carry direct familiarity with the Santa Ana Regional Water Quality Control Board's regulatory environment, the San Bernardino County MS4 Permit structure, and the area -wide program requirements under Order No. R8-2010-0036 that govern the City of Rialto's obligations as a Co-Permittee.

WHY CONTINUE WITH CASC AS RIALTO'S NPDES PARTNER
The City has many choices when selecting an NPDES consultant; however, Casc is uniquely positioned to continue serving as Rialto ’s NPDES support team because of its direct program experience, local presence, and established working knowledge of the City’s operations.
• Since 2021, Casc has served as a trusted extension of the City of Rialto ’s Public Works team, providing comprehensive NPDES program support across regulatory compliance, development review, inspections, reporting, training, and program administration. Through this long -term partnership, Casc has developed a detailed understanding of the City ’s operations, priorities, regulatory obligations, development review process, inspection program, and business community. This knowledge allows Casc to provide responsive and effective support while minimizing the learning curve and transition risk associated with onboarding a new consultant.
• Casc's local presence provides a distinct advantage to the City. Located approximately seven miles from Rialto City Hall, Casc is uniquely positioned to provide timely responses to City requests, attend meetings on short notice, perform field inspections efficiently, and maintain close coordination with City staff. As a firm serving municipalities throughout the Inland Empire, Casc maintains extensive familiarity with the San Bernardino County MS4 Permit, regional implementation requirements, and the collaborative framework established between the San Bernardino County Flood Control District and the County's Co -Permittees. • The City's NPDES program is strengthened by Casc’s highly qualified team of stormwater professionals . Casc’s proposed leadership team includes Certified Professionals in Storm Water Quality (CPSWQ), Certified Professionals in Erosion and Sediment Control (CPESC), Qualified Stormwater Practitioners (QSP), Qualified Industrial Stormwater Practitioners (QISP), and instructors who provide statewide NPDES and Construction General Permit training. These credentials are supported by decades of practical experience assisting municipalities with stormwater program implementation throughout Southern California. • A key strength of Casc is the depth of experience available to the City.

Casc’s team includes professionals who participated in the development of the original San Bernardino County stormwater management framework, including the first Drainage Area Management Plan (DAMP), which helped establish the foundation for implementation of the region ’s MS4 program. In addition, Casc team members served as original preparers and presenters of WQMP and transportation -related NPDES training programs used throughout San Bernardino County . This experience provides the City with access to professionals who understand the intent, history, and practical application of many of the policies and procedures still used today.
• Casc also brings proven technical systems and inspection program expertise. Casc’s Assistant Project Manager and GIS/Database Manager have developed and refined mobile GIS -based inspection and data management processes used by municipal clients to streamline field inspections, improve documentation, track corrective actions, and support regulatory reporting. This approach was presented at the California Stormwater Quality Association (CASQA) Annual Conference and continues to support efficient integration of inspection data with

12 municipal GIS and database systems.
• Unlike firms that focus on only one aspect of stormwater compliance, Casc provides a fully integrated program support team capable of assisting with development review, WQMP compliance, post -construction BMP inspections, commercial and industrial inspections, construction compliance, municipal operations, ordinance updates, annual reporting, regulatory coordination, and staff training. This comprehensive approach allows the City to maintain consistency across all elements of its NPDES program while providing immediate access to technical, regulatory, and field expertise as needs arise.

• Casc’s Project Manager has completed P.C. 832 course requirements and brings extensive experience supporting municipal inspection and enforcement processes, including public interaction, field documentation, corrective action follow -up, escalation procedures, and coordination within established City authority and reporting structures. Most importantly, continuing with Casc allows the City to retain institutional knowledge built over the past several years.

Our team understands Rialto ’s existing program structure, inspection priorities, business inventory, development review processes, local implementation procedures, and regulatory obligations. This continuity reduces transition risk, maintains program momentum, and enables City staff to focus on implementing program objectives rather than onboarding a new consultant. Casc remains committed to providing responsive, technically sound, and practical support that helps the City maintain compliance while supporting its operational and development goals.

Mr. Sidor played a key role in comparing pre- and post-construction conditions, leading to the identification of nec- essary site stabilization measures, including regrading, repositioning of BMPs, and the design of flow reduction sys- tems such as channels, barriers, energy dissipaters, and HDPE pipe for offsite flow diversion. His work contributed to the successful implementation of practical and effective erosion control solutions, aligning with the project ’s engineering and environmental goals.

DR Horton Construction Site Aerial Drone Reconnaissance and Project Documentation- Various Locations in CA: Mr.

Sidor conducted UAV flights over multiple DR Horton construction sites to document progress and environmental compliance. The aerial imagery and video captured during these flights were integral to supporting the Notice of Termination (NOT) process for SWPPPs. Mr. Sidor utilized the high -resolution imagery to create orthomosaic maps, which were then integrated into CAD plans to develop detailed NOT maps. These maps provided essential docu- mentation, demonstrating that the sites met the necessary regulatory requirements before project closure.

City of San Bernardino, Vincent Well Aerial Imagery, Orthomosaic Maps, Vegetation Mapping – San Bernardino, CA:

Heavy rainfall during 2019/2020 posed a significant risk to the foundation of the City of San Bernardino ’s Vincent Well facility, located within the Cajon Creek floodplain. CASC was contracted by the city to design flood protection and stream stabilization improvements for the site. Mr. Sidor played a key role in this project by employing UAV technology to support the engineering team. He utilized georeferenced aerial imagery to produce an orthomosaic photo, elevation maps, and a 3D model of the well site and surrounding area. These deliverables were instrumental in analyzing drainage patterns and assessing potential erosion impacts. The UAV data also contributed to the design of effective slope stabilization measures. Additionally, Mr. Sidor assisted the on-site biologist with a site assessment and vegetation mapping, providing high -quality aerial images that were used in a constraints level analysis report.

His contributions assisted in guiding the engineering decisions for the project ’s flood protection and stabilization efforts.

City of Industry, Follows Camp Aerial Reconnaissance - Los Angeles Couny, CA : Historic Follows Camp, a 100 -acre property owned by the City of Industry and located along the lower East Fork of the San Gabriel River, experienced significant damage after recent heavy rains and flooding events. The flooding destroyed the property ’s bridge and cut off vehicular access. Mr. Sidor utilized UAV technology to conduct aerial reconnaissance of the site, producing video and static imagery that were critical for the team’s inspection and assessment of the flood damage. The high - quality images and videos captured by Mr. Sidor were essential in identifying erosion for the design of flood mitiga- tion measures. Given the steep canyon slopes and the presence of power lines near the site, flight operations re- quired the use of a visual observer to maintain safety and accuracy during data collection.

Brasada Construction Site Aerial Drone Reconnaissance and Project Documentation - San Dimas, CA: Mr. Sidor has been utilizing UAV technology to provide aerial site reconnaissance for construction operations at an exclusive gated community adjacent to the Angeles National Forest. The 273 -acre site, characterized by steep topography and sensitive environmental features, required significant earthwork, including excavation, remedial work, and the placement of crushed rock. Infrastructure development included roads, storm drain systems and utilities, with a strong emphasis on environmental compliance and mitigation measures. 31 CITY OF RIALTO PUBLIC WORKS

48 Equal Employment Opportunity
In o
rder to provide equal employment and advancement opportunities to all individuals, employment decisions at Casc will be based on merit, qualifications, and abilities. Casc does not discriminate based on race, color, religion, sex, gender identity or expression, sexual orientation, national origin, disability, age, marital status, medical status, military/veteran status, or any other characteristic/status protected by Federal, State, or Local laws.

Casc will make reasonable accommodations for qualified individuals with physical or mental disabilities, or other medical condition, in compliance with federal and state law. This policy governs all aspects of employment, including selection, job assignment, compensation, discipline, termination, and access to benefits and training.

Any employee with questions or concerns about any type of discrimination in the workplace is encouraged to bring these issues to the attention of their immediate supervisor or the Human Resources Department. Employees can raise concerns and make reports without fear of retaliation.

Anyone found to be engaging in any type of unlawful discrimination will be subject to disciplinary action, up to and including termination of employment. Retaliation against anyone who, in good faith, reports or participates in an investigation of discrimination is strictly prohibited and will result in disciplinary action, up to and including termination.

All employment practices and activities are conducted on a non -discriminatory basis. Hiring procedures have been reviewed and provide persons with disabilities meaningful employment opportunities. Pre -employment inquiries are made only regarding an applicant's ability to perform the duties of the position.

Reasonable accommodation is available to all disabled employees, where their disability affects the performance of job functions. All employment decisions are based on the merits of the situation in accordance with defined criteria, not the disability of the individual. Qualified individua ls with disabilities are entitled to equal pay and other forms of compensation (or changes in compensation) as well as in job assignments, classifications, organizational structures, position descriptions, lines of progression and seniority lists.

Leaves of all types will be available to all employees on an equal basis, as required by law. Casc is also committed to not discriminating against any qualified employees or applicants because they are related to or associated with a person with a disability. Casc follows all state or local law that provides individuals with disabilities greater protection than the ADA.

This policy is neither exhaustive nor exclusive. Casc is committed to taking all other actions necessary to ensure equal employment opportunity for persons with disabilities in accordance with the ADA and all other applicable federal, state, and local laws. 49
