Motion by Council Member Perez, second by Mayor Pro Tem Scott and carried by a 5-0 vote to close the public hearing.
Mayor Pro Tem Scott stated in the budget Public Works and Community Development are asking for substantial amounts for contract services which include inspections and plan check review. He expressed his concern about those amounts and City Council has given very clear direction they want to slow down contract services and hire employees to replace contract employees. He is concerned that has not moved forward. He suggested they approve 50% of those amounts and staff come back in December to report what they have done with recruitment of employees to fill those positions. if necessary they will approve additional dollars for contract services.
June 23, 2026 City Council Meeting Minutes
Mayor Pro Tem Scott had conversations with the Police Dept. and with the size of his new building, he feels 2 custodians and one part-time may not be enough. He proposed they change that to 3 full-time custodians.
Mayor Pro Tem Scott stated in regards to Fire they have experienced a warehouse fire, and the Fire Dept. responded in a fantastic manner and minimized the damage to the Amazon building. He spoke to the Fire Chief on the necessity and the need to bring on additional equipment to deal with battery fires, high heat fires, the fuel terminal at the south end of the City and bringing in an robot apparatus to fight those kinds of fires. He would like to see a report on what specifically they need. He supports a tower and some type of training center and looks forward to that presentation.
Mayor Pro Tem supports Utilities in Public Works. He thanked Finance Director Williams for the presentation he did. The budget meeting was a little brutal but he got some good answers out of it.
Mayor Baca stated he appreciates they are solvent and are moving in the right direction and the budget reflects that based on the last couple of years.
It was stated the biggest expenditure is the staffing and Rialto is going to continue to grow so staffing is going to increase and the budget should reflect the amount of growth they are going to have now and in the future to provide the level of service to the community.
Mayor Baca stated they will need to assess the contract service needs when they start hiring for those positions.
Finance Director Williams stated when it comes direct revenue related activity there is flexibility in the contract model but the direction they are hearing from City Council is staff invested long-term for sustainable operations of the City.
June 23, 2026 City Council Meeting Minutes
City Manager Williams stated there is flexibility in contract services but what she is hearing from City Council is the concern about the commitment level from contractors. they have seen an issue with their plan check companies and inspection services. They are providing the services but not at the level they would expect of a full-time staff.
Mayor Baca stated they should be held accountable when looking at the work they are performing. He does agree they need to hire permanent employees in a lot of areas.
Mayor Baca stated that he has been a strong advocate for the Fire training tower and they need to make sure its included in the budget. For Parks and Recreation as they look into further expansions is to make the budget includes the areas where they need to improve their parks and recreational facilities. He agrees with Mayor Pro Tem they need to make sure they have adequate equipment and the best technology for all departments.
Council Member Carrizales thanked staff for the presentation. He asked about the long-term projections on the Utility User Tax (UUT) on why its projected to go down and then go up.
Finance Director Williams stated that it was temporarily suspended and that spanned a calendar year, so that was at mid-year so the last half of the current fiscal year, which ends next week, and through the first half of the next fiscal year. It was suspended for residential customers. In the out years it is expected to return to normal.
Council Member Carrizales stated he is okay with all the recommendations for the departments. In Parks and Recreation they have a vacant Pool Manager positions.
PRCS Director Alvarado stated if the position gets approved they will eliminate the two vacant part-time positions and convert to one full-time position, then start the hiring process.
June 23, 2026 City Council Meeting Minutes
Council Member Montoya stated that he will go along with what Mayor Pro Tem Scott stated. They have discussed since last year regarding contractors vs. hired employees. He is anxious to see what they are looking like at the end of year.
Council Member Montoya stated in regards to the warehouse fire, he doesn't know if there is a fire sprinkler issue. If they have someone going to inspect on a regular basis so they can get ahead of the fires. He stated they may need to be more proactive and visiting more regularly.
Mayor Pro Tem Scott stated in regards to contractors, he asked Director Christina Taylor how many full-time plan checkers she has.
Director Taylor stated they currently have one full-time Plans Examiner in Building and Safety but he also spends some of his time doing some inspections as well.
Mayor Pro Tem Scott stated so it’s really a part-time plan checker and there is one Fire plan checker. He asked if she agrees that plan checking in-house by city personnel is more efficient. For instance, they had a big project come through the City and they used a contract plan checker. Those plan checkers, many times, leave in the middle of the project to work somewhere else and the company assigns a new plan checker. they lose that momentum. There was recent project with some houses that took longer than it should have. It’s happened with a number of businesses; they miss stuff on the plan checks or take too long.
Director Taylor stated that it is true.
Mayor Pro Tem Scott stated in regard to building inspectors, they would get better quality inspections when building inspectors are more dedicated to the City. He noticed they are predicting a decrease in projects next year. He knows all of Council get people complain to them that plan checks take too long.
Mayor Pro Tem Scott stated that he became aware after the Amazon fire about the second fire at the Korean BBQ that could have been a big tragedy if it hadn't been for the Fire Dept. quick response. He found out from another business that they have not been doing business inspections because they haven't had the manpower to do it. Director Taylor is adding two positions to help with inspections. but there are some inspections that are more critical wouldn't take an individual with a higher caliber than just a normal inspection of fire extinguishers?
June 23, 2026 City Council Meeting Minutes
Fire Chief Jensen stated these types of occupancies have complex systems in them and yes it would take a higher level of understanding of the system processes and uses and the codes that regulate them.
Mayor Pro Tem Scott stated the City is growing by population and by business, they are probably the most improved City in this County by far.
They also need to move their personnel up those standards and move forward with high quality people that can do a better job on those kinds of inspections. He doesn't believe contracting people is the way to do it.
Motion by Mayor Pro Tem Scott, second by Council Member Carrizales and carried by a 5-0 vote to approve TAB 1, with the condition that the part-time custodian in PD be made full-time, that contract services be limited to 50% of the budgeted amounts and be re-reviewed in December as to where they need to go with a full report from both departments Public Works and Community Development.
