Oral Communications:

Marisela Gray, asked what are the statistics, how many people were identified for this need. How productive were they to support the money he wants. the public doesn't have the justification for this.

Police Chief Kling stated the amount of homeless compared to any other surrounding city is significantly less in Rialto. The homelessness issue in Rialto, from year to year, continually has gone down. Rialto sets the standard of having the fewest number of homeless based on the surrounding cities.

Brenda Parker, stated if we only have 44 homeless, and they are asking for an $814,000 budget, where does this money go for just 44 people.

Police Chief Kling stated, this team isn't just to target the 44 that are homeless. If they remove the team and the money, the number of homeless will increase significantly, they would have to start the process all over again. It cannot remain solely on the Police Dept. to take on the task they are not equipped to do. The social workers have the connections, for beds, for treatment and other services. its not just the 44, its all the people they come in contact with daily.

Terry Thompson, stated he spent 30 years as a licensed investigator, he spent time locating people who were lost in the homeless community throughout Southern California. It gave him experience of what the homeless population are. Rialto is truly blessed compared to what he saw.

This amount of money is very small to maintain what we have. He urged City Council to maintain SWAG to address the homeless population.

Mayor Pro Tem Scott stated its a much bigger issue than 44 people, there are transients that move through the City. He thanked SWAG for what they do.

Mayor Baca stated that he has received calls from residents, saying they see less homeless now than in the past. He applauds SWAG and the Police Dept. for their efforts.
