Subject: Letter Pro PoSaL for co nSt ruction Manage Me nt & In S Pe ction ( cM &I) Service S reSi dentia L S treet S re habi L itation Zone 3 Pha Se 1 Project ( c ity Project no . 26083, rfb 26 -025)
Onward Engineering is pleased to submit our proposal to provide professional Construction Management and Inspection (CM&I) services for the Residential Streets Rehabilitation Zone 3 Phase 1 Project (City Project No. 26083, RFB 26-025) . As an on-call consultant for the City, our team brings immediate availability, extensive local public works experience, and a streamlined management approach tailored specifically to Rialto’s infrastructure standards.
Project Understanding
We thoroughly understand the scope and technical demands of City Project No. 26083. The project is located in Zone 3, encompassing the western portion of the residential neighborhood bounded by W. Baseline Road to the north, W. Etiwanda Avenue to the south, N. Cedar Avenue to the west, and N. Larch Avenue to the east (covering street segments such as Camphor Ave, Driftwood Ave, Martin St, Mesa Dr, Wedgewood Ct, Sunset Cir, and Elmwood Ave).
The scope comprises rehabilitating residential street segments within this zone, encompassing cold milling existing AC pavement, placing 2” Hot Mix Asphalt (HMA), concrete removals, and constructing ADA-compliant curb ramps (Case A & B, Types 1–3). Additional critical scope elements include reconstructing PCC curbs, gutters, cross-gutter spandrels, and sidewalks; adjusting surface utilities to grade; replacing traffic signal loops; and applying new traffic striping and pavement markings. Given the 30-working-day timeline and the work’s location within residential neighborhoods, strict adherence to traffic control, SWPPP/NPDES compliance, and proactive community notification (such as 5-day door hangers and 48–72 hour resurfacing notices) will be vital to ensuring project success with minimal disruption to residents.
Key Personnel & Project Team
Onward Engineering is assigning a dedicated, highly qualified team to lead this effort:
• Construction Manager: Ludwig (Ludy) Smeets , PE – Bringing over 42 years of civil engineering and construction management experience, Ludy has successfully managed numerous municipal residential street rehabilitation, ARHM/HMA overlay, and ADA ramp projects across Southern California. He will serve as the primary contract administrator overseeing schedule execution, submittals, progress payments, and agency coordination. • Senior Construction Inspector: Jeffrey Eaton , QSP – With 39 years of public works construction experience, Jeff has extensive field inspection expertise in AC overlay, ADA compliance, utility adjustments, and SWPPP monitoring.
Jeff recently provided successful inspection oversight for the City of Rialto on the Bemis Elementary Safe Routes to School Project (City Project No. 240805), making him intimately familiar with City standards and field inspection procedures.
Schedule Confirmation
Onward Engineering confirms full team availability to meet the City’s project schedule, committing to the 30-working- day construction timeline running from September 21, 2026, through October 30, 2026, and assisting through final closeout and NOC filing. Our complete Scope of Services, Fee Proposal, and Key Personnel Resumes are attached as part of this proposal submission. We appreciate the opportunity to continue serving the City of Rialto.

Request for Proposals, Construction Management and Inspection, for the Residential Streets Rehabilitation Zone 3 Phase 1 Project as traffic to and from the adjacent SR-57 freeway, resulted in a southbound left turn demand in the AM peak period that neared 500 vehicles. The intersection operated at service level “C” during the PM peak hours. The project corrected operational deficiencies at this intersection by widening Sunkist Street by 5 ft. along each of the east and west curbs, north and south of the intersection. This provided a dual southbound left-turn lane on Sunkist Street. In addition, the project widened Ball Road at the Sunkist Street intersection, providing an exclusive westbound right turn lane while converting the lane to a third westbound through lane. The proposed 3rd west bound thru lane mitigated vehicular queuing that consistently backed up to SR-57 southbound off-ramp during PM peak hours. With these improvements in place, the intersection service level improved from “D” (0.81) to “B” (0.64) during the PM peak hour.
