REPORTS/DISCUSSION ITEMS
EDC-26-0362
Proposed Truck Yard by Truck Terminal Properties, LLC
Committee Comments/Questions/Recommendations:
Staff presented a conceptual proposal from Truck Terminal Properties LLC to develop a truck yard on approximately nine (9) acres at the northwest corner of Renaissance Parkway and Laurel Avenue. Staff explained that the proposal would require amendments to the Municipal Code and Renaissance Specific Plan, along with a Precise Plan of Design Review and Conditional Development Permit.
4 Committee members discussed truck circulation, site access, operational restrictions, wall heights, lighting, landscaping, and the overall appearance of the project. The applicant explained the facility would primarily serve local warehouse operators through monthly accounts rather than daily public access and desc ribed proposed site improvements including concrete paving , landscaped buffers, LED lighting, security features, and restroom facilities.
The applicant also proposed a community benefit contribution of up to $500,000 toward a new City soccer field. The Committee expressed support for staff continuing to process the project through the entitlement process.
EDC-26-0416
Gateway Specific Plan Amendment – East Valley Boulevard
Committee Comments/Questions/Recommendations:
Staff presented a request to amend the Gateway Specific Plan by changing the land use designation from Retail Commercial to Industrial Park for several properties east of Riverside Avenue. Staff explained the existing buildings are industrial in design and the amendment would provide greater flexibility for appropriate tenant uses while remaining compatible with surrounding development.
Committee members discussed permitted uses, automotive-related businesses, outdoor storage, property maintenance, and si gnage. Members emphasized maintaining an attractive appearance and preventing salvage-yard conditions. The Committee supported moving the amendment forward for Planning Commission and City Council consideration.
EDC-26-0427
Proposed Food Truck Event
Committee Comments/Questions/Recommendations:
Staff presented a proposal from the Rare Market, LLC to host a weekly Thursday evening street market in Downtown Rialto featuring food vendors , merchandise vendors, and entertainment. The proposal included temporary street closures along Riverside Avenue between First Street and Rialto Avenue. S taff requested the Committee’s feedback on the proposed event.
Committee members discussed impacts on existing businesses, traffic circulation, public safety, parking, and street closures. While members supported the concept of activating Downtown Rialto, they emphasized the importance of engaging downtown business owners before moving forward. Alternative locations near City Hall were also discussed.
5 The applicant described the market’s operating model, experience hosting similar events, and marketing strategy focused on promoting both vendors and existing businesses.
Discussion also included vendor selection, security, traffic control, and coordination with Police, Fire, and Public Works. Staff was directed to continue evaluating the proposal and gather additional business input.
EDC-26-0428
Planning Entitlement, Building & Safety Plan Review, and Business License Status Reports
Committee Comments/Questions/Recommendations:
Staff provided updates on active development projects including the Fairfield Marriott Hotel, Zebra World, new multifamily developments, a proposed gas station, restaurant projects, commercial tenant improvements, and t he ongoing North Rialto zoning study.
Staff also highlighted several new development applications entering the review process.
Committee members requested updates regarding commercial tenants, construction schedules, and anticipated opening dates. Staff advised that Zebra World continues through plan check with a goal of opening before the end of summer. The Committee received the report and requested continued updates.
Upcoming Meetings/Other Discussion Items:
Committee members discussed creating a Business Advocate Team (BAT) to assist businesses affected by emergencies, utility disruptions, or other situations that temporarily prevent operations. Discussion centered on improving coordination between City departments, utility providers, property owners, and County Environmental Health to help businesses reopen more efficiently.
Members also discussed temporary operational alternatives while permanent improvements are completed and improving communication with affected businesse s.
Staff agreed to prepare recommendations for a future Committee meeting.
The Committee discussed cancelling the July meeting due to the lack of urgent agenda items and tentatively moving pending presentations to the August meeting.

Per American Public Transportation
Association:
• 5-to-1 Return: Every $1 invested in
public transit generates
approximately $5 in long-term
economic returns
• Job Creation: Every $1 billion
invested in public transportation
supports or creates roughly 50,000
jobs.
• Property Value: Residential property
values perform 42% better, on
average, when located near high-
frequency public transportation
16 Scalable, Context-Sensitive BRT Implementation
• Significant variation in what BRT can look like, even within the same corridor • BRT components provide a menu of options to improve service and passenger experience
• Tradeoffs between benefits achieved and level of investment required • More comprehensive investments, with better estimated outcomes, are more competitive for funding programs
• BRT design can be tailored to the local context and is most successful when supported by local land use and zoning
NEXT BRT IN SAN BERNARDINO COUNTY
17 BRT Station Spacing
• Local bus stop spacing is approximately every ¼
mile
• BRT stop spacing is typically up to 1 mile to
reduce travel time, with less-frequent
accompanying local service
More Stops = Slower
Service, Shorter Walk
Access
Fewer Stops =
Faster Service,
Longer Walk Access
