Proposal to The City of Rialto for
Construction Management & Inspection Services for Baseline Stormdrain - Contract Transfer September 15, 2026 Milestone CM Consulting, LLC | Baseline Storm Drain CM & Inspection Services Proposal

September 10, 2026

Yazdan Emrani, P.E., Director of Public Works
City of Rialto
335 W Rialto Ave
Rialto, CA 92376

Subject: Proposal and Qualifications – Baseline Road Storm Drain Construction Management and Inspection Services

Dear Mr. Emrani:

Milestone CM Consulting, LLC is pleased to submit this Proposal and Qualifications to provide continued Construction Management, Inspection, and related construction support services for the City of Rialto’s Baseline Road Storm Drain Project.

Milestone proposes to assume the remaining services currently being performed under the City’s existing professional services authorization with Fountainhead Consulting Corporation. Milestone’s proposed team includes personnel already familiar with the project, construction activities, schedule, contractor coordination, field conditions, documentation requirements, and City procedures, allowing for continuity of services with minimal transition time.

The proposed transition is intended to be completed through a mutually agreed Assignment and Assumption Agreement involving the City, Fountainhead, and Milestone. Fountainhead is cooperating with Milestone and the City to facilitate an orderly transfer of the remaining services, responsibilities, project records, and available contract authorization associated with this assignment.

The City’s existing authorization for Baseline Road Storm Drain construction management and inspection services is $2,993,555. Based on the current transition estimate, approximately $858,000 is anticipated to have been billed, earned, or otherwise payable to Fountainhead through September 22, 2026, leaving an estimated remaining balance of $2,135,555.

Milestone acknowledges that its compensation for this assignment shall be not to exceed $2,135,555, subject to final reconciliation by the City of amounts payable to Fountainhead through the effective date of transition. If the final remaining balance is different than $2,135,555, Milestone’s not-to-exceed amount will be adjusted accordingly.

Milestone will not exceed the final authorized balance without prior written authorization from the City.

This approach allows the City to transition the remaining authorized services without increasing the existing project authorization while maintaining uninterrupted construction oversight, field coverage, and project continuity through construction and closeout.Milestone appreciates the opportunity to continue supporting the City of Rialto and looks forward to working with the City to successfully complete this important infrastructure project.

Sincerely,

Jessica Harvey, P.E.

Key CIP Challenges and Milestone Response
The Baseline Road Storm Drain Project is a major active construction effort requiring continuous coordination of field operations,

contractor

activities,

inspection,

schedule,

cost,

utilities,

documentation,

and

stakeholder

needs.

Because

the

work

is

already

underway,

the

transition

in

construction

management

and

inspection

services

must

be

handled

carefully

to

avoid

gaps

in

project

knowledge,

field

coverage,

decision-making,

or

documentation.

Milestone’s

approach

is

to

preserve

continuity,

maintain

a

strong

field

presence,

identify

issues

early,

and

provide

the

City

with

timely

information

and

recommendations

so

potential

impacts

can

be

addressed

before

they

affect

schedule,

budget,

quality,

or

overall

project

progress.

Project Challenge Why It Matters Milestone Response Active Construction Transition
A change in CM&I teams can create gaps in oversight, documentation, and project knowledge.

Use personnel familiar with the project to maintain continuity and minimize disruption.

Schedule & Critical Activities
Delays in major storm drain work can affect sequencing, traffic control, and overall completion.

Monitor progress, upcoming activities, schedule impacts, and contractor recovery efforts.

Utility & Field Conflicts Existing utilities and unforeseen field conditions can delay work and increase costs.

Identify conflicts early, coordinate with responsible parties, and document required decisions.

Change & Cost Control Changed conditions, quantity growth, and contractor requests can affect available funding.

Track potential changes, quantities, cost impacts, and supporting documentation before authorization.

Inspection & Quality Control
Inadequate field oversight can result in nonconforming work or costly corrective action.

Maintain consistent inspection, verify work against contract requirements, and document deficiencies promptly.

Documentation & Contract Administration
Incomplete records can complicate payments, claims, changes, and closeout.

Maintain accurate daily reports, photos, quantities, RFIs, submittals, correspondence, and payment records.

Agency, Utility & Stakeholder Coordination
Outside parties may affect access, approvals, sequencing, or construction activities.

Maintain active coordination and track commitments, actions, and unresolved items.

Milestone recognizes that the key challenges associated with the Baseline Road Storm Drain Project are closely interconnected.

A

utility

conflict,

unforeseen

field

condition,

delayed

submittal,

change

request,

or

missed

inspection

item

can

quickly

affect

sequencing,

cost,

schedule,

and

downstream

construction

activities.

By

maintaining

consistent

inspection

coverage,

accurate

documentation,

proactive

coordination,

and

clear

communication

with

the

City,

contractor,

utilities,

agencies,

and

other

project

stakeholders,
