2. PROJECT UNDERSTANDING
The Frisbie Middle School Safe Routes to School (SRTS) Improvements Project – Additional scopes is the addition of approximately 66 ramps and 300LF of sidewalk will provide significant improvements for pedestrians and students within the vicinity of N. Sycamore.

Major project improvements
include:
 Construction of new sidewalks
 ADA Ramp Improvements per Caltrans Standards and
Specifications
 Cross Gutter Improvements
 Coordination with Residents
 Crucial Public Outreach with Pedestrian Detours
 Parkway improvements
Concrete Spandrel adjacent to gutter

 Miscellaneous roadway safety improvements
Construction will occur within active public rights-of-way off N. Sycamore. Successful delivery requires maintaining safe pedestrian access, minimizing disruption to school operations, coordinating utility work, preserving emergency access, and communicating effectively with residents and stakeholders throughout construction.

BVNA recognizes that ADA ramp and sidewalk improvements require careful management of active City right-of-way and uninterrupted consideration of pedestrian, bicycle, vehicular, and adjacent property access. Our approach will prioritize the safety of the public, construction personnel, and surrounding community while maintaining accessible routes throughout each phase of construction.

Prior to beginning work, BVNA will coordinate with the contractor to establish appropriate traffic control, pedestrian routing, work-zone limits, and construction sequencing. Existing sidewalks, crossings, driveways, curb ramps, and other access points will be evaluated to identify potential conflicts and develop safe, clearly defined routes around active work areas., all while utilizing the MUTCD and or TCP.

Spandrel Field Calculations

During construction, BVNA will maintain properly signed, barricaded, and protected pedestrian pathways and will provide temporary accessible routes where existing facilities are impacted. Work areas will be secured at the end of each shift, with excavations, grade changes, materials, and equipment protected from public access. Temporary surfaces will be maintained in a stable, reasonably smooth, and accessible condition, with particular attention to changes in elevation, cross slopes, and transitions.

Construction activities will be sequenced to minimize the duration of sidewalk and ramp closures and to maintain access to the public. BVNA will proactively coordinate changes to pedestrian routing and access with the City and affected stakeholders, addressing field conditions promptly to prevent unnecessary disruptions.

Our field team will conduct routine inspections of traffic control, pedestrian access, barricades, signage, and work-zone conditions throughout construction. Any unsafe or inaccessible condition identified in the field will be addressed immediately. Through proactive planning, disciplined site management, and continuous communication with the City, BVNA will deliver the improvements while maintaining a safe, orderly, and accessible City right-of-way.

BVNA understands the need of construction management and inspection services per the City’s request for essential building improvement needs, roadway construction, traffic signals, striping enhancements, ADA ramp improvements, public outreach, and all other public work-related projects. BVNA is prepared and ready to

assist the City of Rialto with contract administration, construction management, document control, utility coordination, public outreach, inspection, materials testing, cost estimation, partnering with stakeholders, maintaining records, claims mitigation, constructability reviews, problem solving, and assisting with all other needs to project acceptance and completion. BVNA has in depth experience of the Greenbook, Caltrans Standards and Specifications, Caltrans Local Assistance Procedures Manual (LAPM) and state regulatory requirements. Slopes on existing conditions pertaining to Ramps – familiar with shooting grade in the city , document , mention design and build, pre-inspection and post inspection, our inspection team is familiar with the standard procedures of Rialto, and has a strong relationship with the residents. We have received compliments from our previous projects and were able to work directly with the designer and field team for any obstacles we encountered. Specifically, when matching the new driveway apron with the existing resident’s driveway.

Matching New Pavement Grades to Existing Asphalt
Achieving a smooth transition between newly constructed pavement and existing asphalt can be difficult due to variations in the existing roadway profile, previous overlays, settlement, utility adjustments, and construction tolerances. If not carefully managed, grade mismatches can result in uneven ride quality, ponding water, ADA non-compliance, or premature pavement distress. Some of the Slot Patching issues are below:

Potential Risks
· Existing pavement elevations differ from the design assumptions. · Variable asphalt thickness from previous resurfacing projects. · Settlement adjacent to utility trenches or pavement repairs. · Difficulty matching curb ramps, gutters, and sidewalks to existing grades. · Water ponding caused by improper cross slope or longitudinal grade
