2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIALTO, CALIFORNIA, 3 RECEIVING AND APPROVING A RESOLUTION AUTHORIZING THE CITY MANAGER, 4 OR DESIGNEE TO SUBMIT TO HUD THE CITY’S FISCAL YEAR 2025-2026 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) 5 6 WHEREAS, the City of Rialto (the “City”) has applied and received Community Development 7 Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD); and 8 WHEREAS, pursuant to Title 24 of the Codes of Federal Regulations, the City is required to submit a Consolidated Annual Performance and Evaluation Report (CAPER) to HUD, detailing the City’s uses of CDBG funds during the 2025-2026 Fiscal Year; and 12 WHEREAS, the City has prepared this CAPER and provided opportunities to receive public comments during a 15-day public review period through a notice of availability duly published in the San Bernardino County Sun on September 3, 2026.
16 17 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF 18 RIALTO AS FOLLOWS:
19 20 Section 1. The above recitals are true and correct and incorporated herein by reference. 21 22 Section 2. The City Council of the City of Rialto does hereby approve the CAPER for Fiscal Year 23 2025-2026.
24 Section 3. The City Manager or their designee is hereby authorized to take reasonable action needed to implement this Resolution, including submittal of the CAPER to the appropriate HUD office on behalf of the City. 28
