AGENDA
REPORT
January 11, 2022
STATEMENT OF THE
ISSUE:
The City Council’s authorization is required to amend the City’s authorized staffing (i.e., position control) and establish salary ranges to include new classifications and delete an obsolete classification.
RECOMMENDED ACTION:
(This will appear on the
agenda)
ADOPT a resolution amending the City’s Salary
Schedule to reflect the new and deleted classifications; AMEND position control to add one (1) Deputy Director of Community Services – Neighborhood Safety, two (2)
Field Coordinators, one (1) Accounting Assistant, one (1) Administrative Aide, and five (5) Neighborhood Change
Agents to increase the total amount to eleven (11)
Neighborhood Change Agents; and APPROVE allocation
of funds for the wages and salaries for these
classifications and associated compensation – Human
Resources (Anil Comelo/Sharrone Taylor 510-620-6600).
DISCUSSION:
The City Manager and Director of Library and Community Services requested the Human Resources Department to collaborate with staff to create a plan to reorganize the Office of Neighborhood Safety division to ensure seamless delivery of expanded services.
The reorganization of the Office of Neighborhood Safety department will increase staffing by ten (10) employees. Additionally, the reorganization will establish a Deputy Director of Community Services – Neighborhood Safety, which is consistent with the other Community Services divisions, and will eliminate the Office of Neighborhood Safety Director classification. In addition, the Field Coordinator classification will be created to reclassify the existing Recreation Coordinator, whose current job title and listed duties are not commensurate with the role and responsibility of this position. An additional Field Coordinator position will be added to oversee six (6) additional Neighborhood Change Agents. Additionally, the division’s administrative staff will be augmented to include an Accounting Assistant and Administrative Aide.
The Personnel Board approved the classification of Field Coordinator on December 16, 2021, and amended the Classification Plan. The approved classification and actions are listed below:
January 11, 2022
Department Classification Action
Office of
Neighborhood Safety
Field Coordinator Reclassification for incumbent
performing duties outside of the
current class of Recreation
Coordinator.
The Deputy Director of Community Services - Neighborhood Safety classification is Exempt and not part of t he classified service and therefore does not require Personnel Board approval.
Upon approval of the Deputy Director of Community Services – Neighborhood Safety salary and one (1) allocation, and the addition of two (2) Field Coordinators, one (1) Accounting Assistant, one (1) Administrative Aide, and amendment of five (5) Neighborhood Change Agents to eleven (11) Neighborhood Change Agents, current incumbents will be retitled/reclassified, existing employment lists will be certified to the department, and/or open/promotional recruitments will be conducted to fill the vacancies by Spring 2022.
The salary and benefits for the classifications are in the current 2021-2022 budget.
Recommendation from Personnel Board
The Personnel Board considered the staf f’s recommendation to create the Office of Neighborhood Safety Field Coordinator classification specification and approved the classification for addition to the City’s Classification Plan.
CONCLUSION:
The Deputy Director of Community Services – Neighborhood Safety is represented by the Exempt Employees Bargaining Unit, IFPTE Local 21. The Field Coordinator classification is represented by the General Employees Bargaining Unit, SEIU Local 1021. The respective Unions concur with establishing these classifications and agree to this action.
Staff recommends the amendment of the salary schedule to include the wages and salaries for these classifications and associated compensation.
