DISCUSSION:

The Richmond City Council has not received sufficient information from the Chevron Refinery regarding the oil spill that occurred at the Chevron Long Wharf on February 9, 2021. The oil spill resulted in 750 gallons of low-sulfur diesel fuel, creating a sheen that spread for several miles across the bay.

Representatives from Chevron have been invited to provide an update on the oil spill. I am requesting answers to the following questions:

1. Lessons Learned - What did Chevron learn from the incident? Has Chevron addressed the issues it found so that something like this won't happen, again? Are there additional monitoring measures that Chevron is now taking, such as pipeline integrity monitoring (internal or external), etc.?

2. Repairs - Has Chevron completed all repairs?

3. Timeline - Did Chevron have a drone, helicopter, or something in the air before our drone went up? When Chevron had something in the air, was it taking pictures or investigating a reported leak? What was Chevron’s internal timeline for the event? When did Chevron learn of the leak? How did Chevron learn about it?
