DISCUSSION:

The California Department of Resources Recycling and Recovery (CalRecycle) offers several funding opportunities to assist public entities in the safe and effective management of the waste stream. The City of Richmond has received several grants from CalRecycle including (1) a Solid Waste Disposal and Site Cleanup grant to fund illegal dumping prevention programs and clean-up illegally dumped debris; and (2) an Edible Food Recovery grant to fund increasing food waste recovery capacity within Richmond.

CalRecycle requires City Council authorization for each grant submittal, or a general resolution authorizing staff to submit applications to the State of California. City staff members are seeking City Council authorization for the next five (5) years to submit grant applications for any and all grants offered by CalRecycle for which the City is eligible (Attachment 1).
