STATEMENT OF THE
ISSUE:
The Human Resources Department is seeking to
continue our yearly contractual agreement from
January 27, 2022 through January 26, 2023, with
Governmentjobs.com dba NeoGov for software support
and the subscription for posting all City of Richmond
job announcements on the Govermentjobs.com public
job site.
RECOMMENDED ACTION:
APPROVE a sole-source contract with
Governmentjobs.com dba NeoGov for software support
and a subscription for job postings to the public - Human Resources Department (Anil Comelo 510-620-6609).

DISCUSSION:
For over a decade, the City of Richmond Human Resources Department has contracted annually with Governmentjobs.com dba NeoGov (NeoGov) for the purpose of online recruitment and application processing using the NeoGov Insight Enterprise Software module. Governmentjobs.com is a public sector website for job seekers to find job announcements throughout the country. NeoGov is an HR software company that specifically caters to the public sector with over 6000 clients nationwide.
The use of NeoGov has enabled the City of Richmond Human Resources Department to streamline the applicant tracking system to an online process of accepting applications and notifying applicants of their results by way of email, hence increasing efficiency and reducing paper usage. The proposed contract includes software support from January 27, 2022 through January 26, 2023, and is estimated to cost $12,603.07.
In addition, the subscription fee of $2,340 per year, a locked rate through January 26, 2025, is also due annually to Governmentjobs.com, specifically for public sector job announcements, and gives the City of Richmond more exposure nationally for attracting more qualified applicants seeking jobs in the public sector.
In conclusion, the ability to apply for open recruitments online is based on the software and support offered by Governmentjobs.com dba NeoGov (NeoGov) and enables the City of Richmond to reach a larger pool of candidates for all positions. Sole Source justification was approved by the Finance Department in 2018.
