Dear Honorable Mayor Butt and Richmond City Council Members Bates, Martinez, Jimenez, McLaughlin, Johnson, and Willis:

My name is Katherine Rubie, and I live in Newark. I'm also a leader in Faith In Action East Bay (FIAEB). My interest in Richmond specifically is because my family have been long time residents there, as well as the fact that I spent some time in Richmond while I was homeless in 2019 during a temporary job opportunity I was able to take advantage of which enabled me to be sheltered at that time. Because of my experience of being homeless, I have become committed to ending homelessness through various means.

My concern tonight is specifically centered around my support of the people residing at the homeless encampment at Rydin Road. I've recently become aware there is a resident of this encampment who is starting fires, which I need not mention is a hazard to the residents and property of the encampment as well as the surrounding community. I would like to suggest an eviction clause, which allows the eviction of people who are a danger to themselves and/or others, rather than a blanket non- eviction decision. However, I do not feel it is helpful to simply evict such people, because they will simply move to another area in which those behaviors can continue.

I would like to suggest that such people be presented with available and viable options in receiving the help they need while being strongly encouraged to take advantage of one of those choices (and I want to emphasize there should be more than one option presented because choice is vital), and then given the support needed in connecting with that resource (such as, making a phone call on their behalf to make an appointment, arrange for a ride, or even directly provide a ride for this person). And if a given behavior is illegal, I would also like to suggest the offending person be apprehended, placed in a situation that is safe, while such people are evaluated for mental illness versus someone who is willfully engaging in illegal behavior, then appropriate action taken.

In addition, I would hope that immediate action is taken to medically support the gravely ill and injured persons residing there. It is inappropriate to leave such people in such conditions that will only lead to worse health and potential death, and could potentially lead to additional health concerns for other people living in proximity to such persons.

And finally, I want to go on record for supporting Y.3, which supports non-residential buildings be utilized to shelter the unhoused and V. 4a to support Richmond residents in need, and specifically some of that money be used for a Universal Basic Income for the unhoused at Rydin Rd.

Thank you very much for your time and consideration on these important matters for making Richmond a safer and more welcoming community for all of its residents (housed and unhoused) as well as its employees and visitors.

Sincerely,
Katherine Rubie
Resident of Newark
Leader in Faith In Action East Bay (FIAEB)

Dear City Council Members,
Re: May Valley Traffic Issues/Sideshows
During the October 26th, 2021 meeting the council unanimously voted to have the May Valley Neighborhood Council take the lead in making recommendations for an engineering solution to the May/Santa Rita Road intersection with the intent of the Public Works installing whatever the recommendation might be. Acting Police Chief, Louie Tirona presented slides that provided an overview of some options. In addition, the MVNC invited the Public Works Director, Joe Leach, Patrick Phelan and Ryan McLain to a meeting on February 10th and they also presented several suggestion that would greatly improve the safety of this intersection. As a resident in this community for over 30 years I would like a definitive answer to the following-
What is the estimated timeline and the proposed budget for this project? How can we get this implemented as soon as possible?
The issue is getting progressively worse and something needs to be done in a timely manner.

The Road Diet with extended curbs and a Traffic Circle seems to make the most sense for this extremely wide street in a residential area.

Best regards,
Theresa Short

Good evening,
Please find my written commentary on letterhead signed by my staff in support of the item #V.4.a on the consent calendar. (Contract with West Contra Costa Public Education Fund (Edfund West) to Support Richmond Residents Impacted by Covid through the Richmond Rapid Response Fund (R3F).

The comment is here as well.

Dear Mayor Butt, Vice Mayor Johnson distinguished council members Bates, Jimenez, Martinez, McLaughlin and Willis;
It is with great respect and honor that we receive these funds on behalf of and as a steward to the Richmond Community.

Through the COVID-19 crisis we have solidified our position as an integral intermediary organization for West Contra Costa Unified School District and the City of Richmond. We stay proximate and rooted in our community, adaptive and attuned to conditions that harm and heal our BIPOC students, families, and communities; stewarding and asserting reparative and restorative policies, investments, and systems.

During the pandemic we also worked with local partners to launch a city-wide initiative, the Richmond Rapid Response Fund (R3F), and raised over $2.2 million to provide rental assistance and direct cash grants to families. Together, we activated rapid response for systems transformation. R3F has focused on key priority areas including food and essential supplies, economic recovery and security, housing and homelessness, health and healing, education and learning, and social and legal services.

As part of the current work, R3F is focused on advocating for policies and investments to address Housing and Homelessness and Economic Recovery and Security. We are currently fundraising, designing and planning to host a Guaranteed income (GI) pilot project to meet the basic needs of targeted communities in Richmond in order to improve the quality of life of those residents and support community stabilization.

Our other program focus includes expanding from rent relief to a Rent Relief Program by collaborating to design, fundraise and implement an efficient delivery of high-quality housing retention program, “Keep Richmond Home”, in a sustainable local strategy. Additionally, we are investing and collaborating to support the unhoused population by providing emergency temporary vouchers and funding to transition families from homeless to housed. R3F has developed a unique approach to responding to our community’s needs with an emerging community-centric fund. We are committed to honoring the fortitude and resilience of our communities by repairing the harms that impact our communities.

R3F is enthusiastic to continue to serve Richmond residents in our community vision for stabilization.

Sincerely, Jasmine Jones, Executive Director

Dear City Council,
I have been advocating on behalf of residents of Rydin Road who need a lot of assistance and have not been adequately served by the current vendor managing the contract. In addition, I am writing in support of Item V4a which will serve residents in need. My desire is that some of this money support a pilot Universal Targeted Income project for Rydin Residents. Lastly, it is imperative that all available properties be made available to provide shelter to our unhoused neighbors. I therefore support Item Y3.

In summary:

1. There have been multiple fires at Rydin Road that are set by 1 person. It is imperative that this person be removed from the encampment for the safety of the residents.

2. There are gravely ill people at Rydin Road and we urge you to send someone to help this person and encourage her to go to the hospital and/or be admitted to a skilled nursing facility.

3. I support Agenda item Y.3. We need non residential buildings to shelter our unhoused residents.

4. I support Agenda item V. 4a. This money will be used to support Richmond residents in need. Please state that we'd like to see some of this money to initiate Universal Basic Income for the residents of Rydin Road.

Dear Councilmembers,
I hope this message finds you and your loved ones as safe and well as possible.

I also hoped to raised continue concern regarding the safety, public health, and support of vehicle and RV housed neighbors in our community towards long-term housing.

While work on a city-wide plan, individual councilmember efforts, and small successes, safety, public health, and support remains needed:

Public safety and health:

As previously noted, Rydin Road has experienced multiple fires which residents report appear to be set by someone residing at the encampment. For the safety of all Richmond residents ensuring anyone starting fires is stopped and receives immediate help is critical to protecting life and health, as well as property.

With respect to health, many vehicles and RV-housed residents continue to face illness, including what appear to be conditions requiring immediate attention and medical support. Again, for the safety of residents, medical and case management support is requested to help encourage and support gravely ill residents to received needed hospital services and, if deemed medically necessary, receive medically-supported housing/skilled nursing.

Long-term housing and sustainable support:

Statewide lack of affordable housing continues to result in the increase of tent, vehicle, and RV-housed individuals and families. Despite changes to state law, ADUs, and other efforts, construction of new units is both slowed or not occurring at the rates needed to house those without long-term housing. Accordingly, consideration of immediately available resources are necessary. With respect to Y3, please absolutely consider the use of non-residential buildings to shelter our unhoused residents while residental housing stock is developed.

With continued compression of wealth and rising inflation, those without resources and long-term housing face negative outcomes. With respect to V4a, please marshal available resources to support Richmond residents facing untenable economic crisis. Prototyping basic income with our neighbors on Rydin Road provides our community the opportunity to demonstrate the impact of such resourcing on stability and progress towards long-term housing.

Thank you for your consideration! Looking forward to continued city leadership for all Richnond residents, particularly those facing unsafe and unsustainable circumstances.

Yours truly, Maeve Katherine Bergman

Y.2. Prioritization and Control of City Council Meeting Agenda Items and Discussion
839
APPROVE a procedure to expedite City business by establishing a time limit on City Council discussions and allow the mayor, city clerk, and city manager to prioritize the City Council agendas – Councilmember Nathaniel Bates (510-620-6743).

Dear Members of the Richmond City Council,
I am writing in opposition to agenda Item Y-2. At the prior City Council meeting dated February 1, 2021, specifically Agenda Item Q-1 -
Potential Formation of a Community Facilities District for Point Molate, Mr. Bates apparently did not like the questions being asked by Claudia Jimenez, nor the responses given to those questions. He interrupted Council Member Jimenez during her questioning, and did so out of turn. I believe agenda item Y-2 is being put forth to silence city council members from asking pertinent questions so they can intelligently inform themselves, and make the right decision on how to vote on an agenda item. I find this agenda item highly undemocratic.

I also want to state that Mayor Butt stopped the February 1st meeting during the questions and answers on Item Q-1 short of 11:30 pm. According to my computer the time was 11:27 pm. I believe he too didn't like the questions being asked, nor the answers given to those questions.

A vote at 11:00 had been taken to extend the meeting until Agenda Item Q-1 was finished being discussed. The vote was five "yes" votes (Butt, McLaughlin, Jimenez, Martinez, and Willis voting yes), and two "no" votes from Mr. Bates and Mr. Johnson. Councilmember McLaughlin had her hand raised before 11:30 to ask a question, but she was ignored.

Again, council members should be allowed to ask questions and not be interrupted by other council members during questioning, nor should there be a time limit on their questioning. Asking questions and getting answers makes for an informed council member, which equals an informed vote.

Thank you for your time.

Sincerely,
Jeanne Kortz
