The City must meet several regulatory requirements to remain permit-compliant. Two (2) of these conditions within the following Sections are alleviated due to the Street Sweeping Program:

 C.10: Trash Removal
 C.12: Polychlorinated Biphenols (PCBs)

The Street Sweeping Program is beneficial for removing trash, dirt, and debris from City streets on a set schedule established by the Streets Division of the Public Works Department (Attachment 3). By reducing the amount of trash and PCBs in the streets, street sweeping prevents these contaminants from entering the City’s storm sewer system and being washed out to our creeks, bays, and oceans.

Unfortunately, one of the City’s street sweepers is now completely non-operational.

Given its co-permittee requirements, the City had no choice but to contact a company and determine if a sweeper would be available for the City to lease until it could procure purchase funding.

The Fleet Services Superintendent was able to locate the sole sweeper still available in California from Owen Equipment.

The City recognizes that it will need to purchase a new sweeper; however, turnaround time for each sweeper’s delivery is eighteen (18) months at minimum due to the limited availability of parts.

Owen Equipment has agreed to a contract lease agreement with the City for two (2) years with a one (1)-year option to renew upon both parties’ agreeing to the contractual terms – all at a rate of $10,200/month (plus tax and environmental fees). Owen Equipment will waive any price increase over the contract period.

Staff is requesting that Council approve the contract lease agreement with Owen Equipment for the monthly rental of the street sweeper at a rate of $10,200 (plus tax and environmental fees) for two (2) years with a one (1)-year option to renew pursuant to the parties’ agreement to do so.

The Stormwater Enterprise Fund will fund the sweeper rental cost(s) and, thus, have no impact to the General Fund.
