DISCUSSION:
On November 2, 2021, the City Council authorized the execution of a Collaboration Agreement with All Home and approved a contract with Homebase to develop the City’s Homelessness Strategic Plan (Plan). The Collaboration Agreement anticipated All Home providing co-funding towards development of the Plan. City staff is requesting that the City Council accept and appropriate the $50,000 in funds provided by All Home, via the Tides Center, into Community Development’s FY2021-2022 budget.
The funds provided by All Home will supplement the American Rescue Plan Act funds allocated by the City Council for development of the Plan. Work on the Strategic Plan has begun, and a steering committee is being formed to help guide development of the Plan.
The City of Richmond, with support by Homebase, is embarking on a strategic planning process to prevent and reduce homelessness in our city. The goal of the plan is to create a roadmap for immediate next steps to meet the urgent need in our community and among our unhoused neighbors, as well as longer term strategies to guide and coordinate the City’s work going forward.
The plan development process includes a two-phase approach centered in community and stakeholder engagement. The voice and leadership of people with lived experiences of homelessness will be essential for all phases of plan development and implementation. Phase One will include an assessment of existing systems and services, and Phase two will include the development of a framework and initial strategies for feedback.
