funding to aid in the completion of the City’s required 6th Cycle Housing Element Update. ABAG is suballocating grant funds received from the State of California Department of Housing and Community Development (HCD) to support the jurisdictions in the Bay Area to complete Housing Elements. In February 2021, the City submitted a request for a REAP suballocation, and on June 27, 2021, the City was awarded $45,690 in suballocation. City staff is requesting that the City Council adopt a Resolution accepting and appropriating the $45,690 in funds provided by ABAG into Community Development’s FY2021-2022 budget. In addition, as part of the City’s acceptance of these funds, the City will be required to execute a Suballocation Agreement with ABAG.
The funds provided by ABAG will support the community engagement portion of the 6th Cycle Housing Element update. Work has begun on the Housing Element, and community engagement activities are planned for the upcoming months. ABAG’s suballocation funding will allow the City to fulfill the community engagement portion of the work as required by Government Code 65583c(9): “to achieve public participation of all economic segments of the community in the development of the housing element.”
The 6th Cycle Housing Element update is a required element of a General Plan that will strategically plan to meet the housing needs of all members of the community. A key component of this work is community engagement, as the voice and leadership of the City’s residents will be essential to the development of a comprehensive Housing Element for the City.
