Compensation Adjustment for the City Clerk
FINANCIAL IMPACT: The compensation adjustment will increase the City Clerk’s base salary by approximately $14,641.44
annually (for an estimated total compensation of
$238,895.24) and can be absorbed in the budget of the
City Clerk’s Department (Clerk’s budget - Funding
Source: 01141013-400054).
PREVIOUS COUNCIL
ACTION:
The City Council met in Closed Session on April 5, 2022, to review the parameters regarding a potential
compensation adjustment for the City Clerk.
STATEMENT OF THE
ISSUE:
Approval by the City Council in open session is required to authorize a compensation adjustment for the City
Clerk.
RECOMMENDED ACTION:
APPROVE a salary adjustment for the City Clerk
effective March 1, 2022, from $12,201.20/month to
$13,421.32/month (a 10 percent increase) – Human
Resources Department (Anil Comelo 510-620-6600).
DISCUSSION:
On Tuesday, April 5, 2022, the City Council received a report on the accomplishments, future goals, and compensation of the City Clerk. The City Council also reviewed compensation related data from peer agencies including the following:

After considering the performance during the last year, as well as peer compensation data, City Council directed City Staff to add its recommendation for a salary adjustment of ten (10) percent for the City Clerk to the consent calendar so that an oral summary of the recommendation and a final decision by City Council can be made.
The compensation adjustment will be retroactive to March 1, 2022, and will increase the City Clerk’s base salary from $12,201.20/month to $13,421.32/month (a 10 percent increase), for a total of $161,055.84/year. The compensation adjustment is within the currently approved salary range for the position of City Clerk.
Total compensation for the City Clerk, including base salary and dollar-cost benefits is approximately $238,895.24 annually, as follows:
