STATEMENT OF THE
ISSUE:
The Police Department has an existing contract with
Allied Universal to provide unarmed security guard
services at the Civic Center campus. In addition to the existing agreement, the Police Department has agreed to expand the coverage by adding two daytime security
guard shifts at the Library.
RECOMMENDED ACTION:
APPROVE a contract amendment with Allied Universal
for additional security guard services at 325 Civic Center Plaza to increase the contract amount by $55,000.00, for a new total payment limit not to exceed $1,064,350.00,
with a term expiring on December 31, 2022 – Police
Department (Louie Tirona, 621-1802).

DISCUSSION:
The Police Department is responsible for managing the contract with Allied Universal Security (AUS) as it pertains to security services; therefore, the Police Department is requesting a contract amendment on behalf of the Library to staff two dedicated unarmed security guards at the Library during normal business hours. The Library has requested the services to address the safety concerns and recent vehicle vandalism/theft within the immediate vicinity. In an effort to improve overall satisfaction and service for employees and customers, the guards will primarily be stationed at the public entrance to the Main Library and provide the following services during library hours:
Observed and report incidents to the Richmond Police Department Interact with Library visitors while exhibiting a friendly and welcoming manner Conduct perimeter walks of the parking area adjacent to the front entrance and immediately behind the Main Library and Employment & Training buildings Conduct interior walks of public service areas every 1-2 hours Assist Library staff with incidents as they occur. This could include, among other things, medical/mental health emergencies while awaiting 911 PD and Emergency Medical assistance, or escorting individuals who violate the Library Patron Code of Conduct policy
Before opening, clear the Children’s Courtyard of any activity not Library-related At closing, escort Library employees safely to their vehicles
Allied Universal currently provides overnight security guard services at City Hall and daytime foot patrols around the Civic Center Campus.
Following the pricing agreement set in place with the Police Department’s current contract with AUS, the two additional security guards will cost $82,434.77 annually, or $6,869.56 monthly. The Police Department is asking for $55,000 ($6,869.56 x 8 months = $54,956.51), which will cover the period May 1, 2022 through December 31, 2022, for the library. May and June’s expense of $13,739.13 ($6,869.56 x 2) will come from the Library’s FY2021-2022 approved budget, and the Library will budget $41,217.38 (6,869.56 x 6) for the remaining period July 1, 2022 through December 31, 2022 for FY2022-2023 using account string 21741055-400201.
The Police Department’s current contract for $1,009,350, plus the $55,000 to be added by this amendment, will total $1,064,350.00.
The term of the agreement (November 1, 2021 - December 31, 2022) remains unchanged.
