DISCUSSION:

It is extremely time consuming and costly to issue a competitive solicitation for police and safety equipment each time a purchase needs to be made. Additionally, personal protective equipment for police officers needs to remain standard across the department. City staff is recommending a standing purchase order with LN Curtis & Sons (also known as Curtis Blue Line) for products suited for law enforcement personnel based on the Master Price Agreement (MPA) entered into on March 9, 2020, between the vendor and the Public Procurement Authority (PPA), a public entity in Oregon. The MPA is valid for a three (3) year period, which may be extended up to three (3) additional one (1) year periods.

The PPA issued a competitive solicitation for law enforcement equipment, as the lead public agency through National Purchasing Partners, Government Division, a national cooperative procurement organization. This purchase is in compliance with the Richmond Municipal Code Section 2.52.328, Cooperative Procurement, which allows for the City to use cooperative solicitations if it is in the best interest of the City of Richmond.

The City of Richmond’s utilization of the Master Price Agreement with the PPA eliminates the cost associated with obtaining multiple solicitations throughout the year and reduces the lead-time in obtaining crucial equipment.
