DISCUSSION:

Contra Costa Health Services (CCHS) is working to address the unmet behavioral health needs in Contra Costa County through the A3 initiative.

A3 provides timely and appropriate behavioral health crisis services to Anyone in Contra Costa County Anywhere at Anytime. Currently, A3 operates five days a week during specific hours. As the CCHS expand these services, A3 will provide 24/7 emergency behavioral health support. 24/7 support is slated to be available in the last quarter of 2023.

The CCHS plans to use Measure X funding to fund the response. CCHS has allocated $5 million one-time funds for infrastructure and technology and $20 million on-going for A3 program beginning July 2023. Measure X is a countywide 20-year, ½ cent sales tax approved by Contra Costa County voters on November 3, 2020. Collection of the tax began on April1, 2021. The ballot measure language stated that the intent of Measure X is “to keep Contra Costa’s regional hospital open and staffed; fund community health centers, emergency response; support crucial safety-net services; invest in early childhood services; protect vulnerable populations; and for other essential county services.”. Visit the Contra Costa County website for more information on Measure X.

Background

In Nov. 2020, the County brought together a multi-disciplinary team to start the design phase of A3. The Design Team consisted of people with lived experience, family members, law enforcement, fire and emergency medical responders, behavioral health professionals, improvement advisors, and mobile crisis team members.

They worked to develop a caring approach that is culturally and clinically responsible and came up with the A3 vision.

The A3 Miles Hall Crisis Hub is the central component of the A3 model. This is the front- door to access mobile crisis services. Once fully rolled out, the Hub will be a high-tech call center open 24/7 staffed by both licensed behavioral health clinicians and peer staff.

The diverse and well trained behavior health staff will answer calls, triage the situation, and deescalate over the phone or dispatch a team to respond.

Currently, the A3 Miles Hall Crisis Hub operates Monday – Friday, 8:00 a.m. to 6:30 p.m. If you or someone you know is experiencing a behavioral health crisis, call 833-443-2672.

The A3 Miles Hall Crisis Hub was named for Miles Hall and in honor of the hundreds of other Contra Costa residents who face the challenge of a mental health incident, as well as the added jeopardy of getting the wrong help or no help at all.

Miles was a young man who was tragically killed by law enforcement while experiencing a behavioral health episode. His mother, Taun Hall, has advocated for more services like A3 in Contra Costa County. Visit the Contra Costa Health Services website to watch a video where Ms. Hall shares her story and to learn more.
