GREENWAY MAINTENANCE SCOPE OF WORK
DESCRIPTION
Richmond Greenway park users are often deterred from using the Greenway’s pedestrian and bike trail due to unsafe conditions and unintended uses at key locations along the corridor.
Greenway maintenance will include trash cleanup, building relationships with unhoused and housed park users, and improving encampment conditions that currently impact the Greenway.
Work will extend from San Pablo Avenue and along the trail corridor to Ohio Ave and Richmond Parkway and will primarily focus on two main encampments on the Richmond Greenway:
behind the Target near I‐80, and at S. 7th St. Maintenance work will be monitored in partnership with the City of Richmond Parks Division and the Friends of the Richmond Greenway collaborative.
Safe Organized Spaces Richmond (SOS) operates a Streets Team that responds to problems of illegal dumping, trash, and homeless encampments. SOS staff members, all of whom are homeless, travel to various encampments and conduct outreach to remove debris, model appropriate sanitation, and engage with unsheltered individuals to build leaders who conduct public space stewardship.
The SOS team will increase their presence at the Greenway to provide regular trash cleanup and community engagement to improve existing park and trail conditions. The intervention strategy for park maintenance will:
1. Engage with Encampment Residents and Other Stakeholders Engagement will involve the work of local stewards who are indigenous to the encampment, and the mobile Streets Team, all of whom are employees of SOS.
Engagement will occur at 3‐5 days per week.
The goal of this intervention will be for SOS staff to engage with and strengthen relationships with and between unhoused and housed park users who are willing to favorably impact park conditions through their participation in interventions at targeted encampment sites and adjacent parks areas and neighborhood streets.
2. Lead Cleanup Activities
The primary focus of encampment engagement will concern the unwelcome debris and other material introduced to areas of the Greenway, with a focus on mitigating these impacts on the Greenway trail. On a weekly basis, trash and other materials will be sought for removal by the Streets Team.
Another priority focus is to reduce the incidence of violence and other safety issues at the two targeted encampments and surrounding homes and businesses. The goal of this intervention will be to minimize the detrimental effects of unsupported encampments on the Greenway which deter use by traditional park users.
3. Bring additional resources that help unsheltered populations to co‐exist with traditional park users
SOS currently provides basic support to the two Greenway encampments, including trash removal. SOS has introduced portable toilets to each encampment. It has employed local stewards with some success thus far. These activities are currently being increased and will be further deepened beginning in July 2022. Additional resources that may be introduced will be determined by stakeholders, including the encampment residents themselves. SOS will participate in local stakeholder meetings and provide accountability for its services and additional resources provided.
The goal of this intervention will be to stage new supports that increase quality of life at the encampments while improving park conditions and relationships between housed and unhoused neighbors in the park.
