FINANCIAL IMPACT: The proposed $180,000 for this contract will be included in the proposed Department of Public Works operating
budgets through Fiscal Years 2024-2025. The additional
two-year extension of $120,000 will be included in the
proposed Department of Public Works Operation Budget
thru Fiscal Years 2026-2027, 01233631-400201 –
General Fund and 11533931-400201 Marina District.

STATEMENT OF THE
ISSUE:
The Department of Public, Parks Maintenance Division is seeking approval of a contract with Enviroclean
Maintenance LCC for janitorial services at City park
restroom buildings.
RECOMMENDED ACTION:
APPROVE a three-year contract in the amount of
$180,000, with an additional two-year extension option of $120,000, with Enviroclean Maintenance LCC janitorial
services at City park restroom buildings. The contract
term will be from July 1, 2022 to June 30, 2025 – Public Works Department (Joe Leach 620-5478/Greg Hardesty

DISCUSSION:
Limited staffing in the Parks and Landscape Division has prevented the Groundskeepers from being able to perform janitorial services at City parks. Instead, Groundskeepers are assigned to perform vegetation abatement necessitating a contract to assist with keeping City parks orderly.
On March 17, 2022, a request for bid proposals was placed on BidsOnline to provide janitorial services at various City parks. Five bid proposals were received on April 5, 2022. The proposals were as follows:

Environclean Maintenance, LLC had the lowest overall cost per year. In addition, the company is available 24/7 to perform emergency janitorial services as needed. City staff recommends approval of a contract with Enviroclean Maintenance, LLC. to provide janitorial services at City park restroom buildings for a total amount not to exceed $180,000, with an additional two-year extension option of $120,000, for a term beginning July 1, 2022 and ending June 30, 2025.
