DISCUSSION:

The City revitalized its safety program in 2005 in response to the City Manager’s assessment report identifying a need to establish a workplace safety program to reduce work-related injuries and avoid citations from CalOSHA. In 2007, Du-All Safety, LLC was selected to perform a comprehensive safety audit of City facilities and work practices and to implement a City-wide safety program. Since that time, Du-All Safety, LLC has been the safety administrator for the City of Richmond. The City’s current contract with Du-All Safety, LLC is set to expire June 30, 2022.

Services required for the safety program include coordinating and conducting the monthly City-wide Safety Committee meetings; conducting facility safety inspections on a quarterly, semi-annual, or yearly basis as specified for the identified facility; assisting departments with new safety issues and resolving concerns; and providing monthly safety training in a variety of topics including hazardous waste handling; confined space; lockout/tagout; hot work/welding; bloodborne pathogens; emergency evacuations; driver safety; fall protection; illness and injury prevention plan; first aid/CPR/AED; hearing conservation; respiratory protection; traffic control safety; powered personnel lifts; scaffold safety; as well as any other safety training need that arises.

The City is currently receiving approximately 70 hours of safety consulting services per month. The contracted fees have been increased three percent annually over the previous year’s rate. The hourly rates in the contract, as amended, continue increasing at three percent for year four (4) and year (5).
