DISCUSSION:
The Office of Neighborhood Safety (ONS) seeks to enter into a contract with Jason Corburn, a professor at the University of California at Berkeley (UC Berkeley), to support data collection, client tracking, staff reporting and monitoring, evaluation, database development, and training (Attachment 1). More specifically, this contract will provide a customized data collection methodology for programming related to gun violence intervention. Additionally, the database will allow for the design of crime data visualizations and mapping, improved reporting, and the creation of a web-based “app” or application, that can be installed and managed on mobile devices to streamline the ONS staff’s data capture and communication.
In accordance with Purchasing and Procurement Process requirements, the ONS Staff solicited quotes from four (4) vendors with the following outlined elements that detailed the scope of services, activities, and deliverables for the online secure client-data system:
Data Capture & Tracking: The consultant will design a data system that will provide at least 20 licenses for staff login. The data system will allow for the creation of profiles for clients and fellows, including programming related to Life Management Action Plans, goals, and accomplishments.
The consultant will ensure that the data system will enable staff to conduct general time tracking, location tracking, case/clients contact information, and notes related to work activities, including:
street outreach
conflict resolution and mediations
service referrals
gun incidents and interventions
Reporting and Analytics: The consultant will ensure the new data system will provide for report generation and data visualizations (e.g., graphs, charts), longitudinal analysis, data disaggregation, and the cross-referencing of client and staff activities.
Support and Maintenance: The consultant will maintain the database and provide technical support training and ensure all data entered in the system is confidential and receives the highest level of encryption.
Quotes were solicited from the four (4) vendors listed below and responses are provided in Attachment 2 – Quote Summary:
