DISCUSSION:

First Vanguard Rentals and Sales, Inc., Statewide Traffic Safety and Signs, Inc. and The Construction Zone will provide materials needed for traffic signs and lines for newly paved streets and for maintenance of existing streets. Materials will include signs hardware; hang signs, paints and thermoplastic materials for striping, and roadway delineators. These vendors are in Fairfield and Concord within reasonable distance to assure timely delivery of materials.

Seeking three (3) vendors due to supply chain shortage for various reasons including Covid. Additional funds will be used to offset the Engineering and Transportation Division requested work.

On April 21, 2022, the Department of Public Works issued an Invitation for Bid for Traffic Signs and Lines Materials. The Bid was posted on the City's BidsOnline System where 145 vendors were notified, and six (6) vendors downloaded copies of the Bid.

On May 10, 2022, hard copies of the bids were received from the following vendors:
 First Vanguard Rentals and Sales, Inc.
 Statewide Traffic Safety and Signs, Inc.
 The Construction Zone

The bids were reviewed by City staff members and each vendor was found to be compliant. City staff is requesting to issue standing purchase orders with First Vanguard Rentals and Sales, Inc., Statewide Traffic Safety and Signs, Inc., and The Construction Zone for three (3) years, in a total combined amount of $900,000, with an allocation not-to-exceed $300,000 per vendor over a three-year period, with one (1) two-year option to renew at $200,000 per vendor over the two-year period.
