DISCUSSION:

Prior to the current contract-for-services model, the Richmond Police Department had been the principle member agency in the West Contra Costa County Communications Consortium, intended to be a cost-share arrangement. Under this Consortium agreement, the Police Department provided public safety dispatch services and records management services to the agencies within the Consortium (San Pablo, Hercules, Pinole, Kensington, and El Cerrito). The employees and the infrastructure to provide these services have always been housed with the City of Richmond.

The billing structure under this model was intended so that each Consortium agency would pay their proportionate use of the communication services provided by the Richmond Police Department. In fiscal year 2016-2017, Richmond staff completed an extensive audit of the Consortium charges and services, and determined that the arrangement was causing Richmond to subsidize services in the other West County agencies. As a result, Richmond Police management determined to exercise the City’s option to exit the agreement. The Police Department offered to provide services to the West County Consortium partners under a contract-for-services model. Under a contract-for-services model, the Police Department would bill participating agencies for the services they receive, in contrast to the proportionate-cost model that existed with the Consortium agreement.

The City of El Cerrito requested that it enter into a five-year contract with the City of Richmond to receive public safety dispatching under the new contract-for-services model. The original agreement entered by El Cerrito expires June 30, 2022, and police management has negotiated with El Cerrito to continue the services at a proportionate rate to the amount of calls the City of Richmond takes for El Cerrito versus the amount of calls the City receives for itself, to determine an amicable payment schedule. The schedule was determined to be as follows, and will be billed on a monthly basis:

July 1, 2022, to June 30, 2023 $ 812,461
July 1, 2023, to June 30, 2024 $ 828,710
July 1, 2024, to June 30, 2025 $ 845,285
July 1, 2025, to June 30, 2026 $ 862,190
July 1, 2026, to June 30, 2027 $ 879,434
Total $ 4,228,080
