STATEMENT OF THE
ISSUE:
Actions are required to update, and make current, the
appointment roster of the Economic Development
Commission. There are 15 seats on this commission, of
which 4 are vacant.
RECOMMENDED ACTION:
APPROVE appointment(s) to the Economic Development
Commission: APPOINT Daniel Heiss, new appointment,
seat #2, filing an unexpired term with an expiration date of March 30, 2024; Andrea Portillo- Knowles, re-
appointment, seat #15, term expiration date of March 30, 2025 – Mayor’s Office (Mayor Tom Butt 510-620-6503).

On April 6, 2021, Kapris James was appointed to seat #2 on the Economic Development Commission and resigned from her seat on March 25, 2022. Daniel Heiss is being appointed to fill the unexpired term left by Ms. James. Mr. Heiss is a Richmond resident and is employed as a Professional Fundraiser and Business Consultant. His term will expire on March 30, 2024.
Andrea Portillo-Knowles is being re-appointed to seat #15 for her first full term on the Economic Development Commission. Ms. Portillo-Knowles is the Executive Director of Richmond Main Street Initiative. Her term will expire on March 30, 2025.
