DISCUSSION:
On March 15, 2022, a request for bid proposals was placed on BidsOnline to provide annual East Bay Municipal Utility District (EBMUD) mandatory testing and repair of backflows in various City buildings, parks, and right-of-ways. Four bid proposals were received on March 29, 2022. The proposals were as follows:

Currently, there are 112 backflows tested annually at a cost of $4,816. Sometimes there are backflows that don’t pass testing and will need to be repaired. These repair costs average approximately $6,000 a year.
City staff recommends approval of a contract with Community Fire Protection because their overall cost proposal is the lowest.
