Works authorized staffing (i.e., position control) to retitle the current Electricians to Electrician I/II and to add one (1) Senior Electrician position to be reallocated from one Electrician I/II position after a promotional examination is conducted; and APPROPRIATE funds for associated
wages, salaries, and compensation for the Electrician I/II and Senior Electrician positions – Human Resources
(Sharrone Taylor 620-6803).

DISCUSSION:

City Council approval is required to amend the publicly available salary schedule, amend position control, and appropriate funds for associated wages, salaries, and compensation. Human Resources is requesting:

 Amendment of the salary schedule to add flexibly staffed Electrician I/II and Senior Electrician classifications.
 Amend the salary schedule to change (1) the salary range for Police Officer Trainee and (2) the salary ranges and bargaining unit assignment for Deputy Director of Public Works – Operations and Maintenance and Deputy Director of Finance (Budget and Financial Services), changing them from IFPTE Local 21 Mid-Management bargaining group to IFPTE Local 21 Executive Management bargaining group.
 Amend position control to retitle the current Electricians to Electrician II and add one (1) Senior Electrician position, which a promotional examination will fill, and an Electrician II position will be reallocated to, and appropriate funding associated wages, salaries, and compensation.

SEIU Local 1021 and IFPTE Local 21 Unions and the City Manager support these actions.

Electrician I/II and Senior Electrician

SEIU Local 1021 Union leaders petitioned the Public Works Director to revise the Electrician job specification to include underground service alerts (USA) duties and increase compensation to address the increased set of responsibilities. As a result, Human Resources staff retitled and revised the Electrician classification and created the flexibly staffed Electrician I/II and Senior Electrician job specifications, including duties associated with underground service alerts. The creation of these new classifications provides career progression at the Senior level and allows for the hire of less experienced candidates at the Electrician I level who can, with training, grow into journey-level Electricians at the II level.

July 5, 2022
The salary ranges were created with five steps, including a 10 percent increase to the Electrician II classification. Accordingly, the Electrician II salary range was used as the baseline to set the salary ranges for Electrician I and Senior Electrician. The Electrician I salary range is 10 percent below the Electrician II salary range, and the Senior Electrician salary range is 5 percent above the Electrician II salary range to prevent salary compaction between the salary ranges.

The current five (5) Electricians will be immediately retitled to the Electrician II and granted a salary step aligned with their current salary step. Shortly thereafter, a promotional recruitment will be conducted to fill one (1) Senior Electrician position with one of the current Electrician II positions.

SEIU Local 1021 union approved these changes through the meet-and-confer process on Friday, June 10, 2022, and a side letter agreement was drafted to memorialize the agreement. The Personnel Board approved these classifications on June 23, 2022.

Police Officer Trainee, Deputy Director of Public Works – Operations and Maintenance and Deputy Director of Finance (Budget and Financial Services) Salary Range Amendment

The Police Department is faced with a critical staffing shortage which is exacerbated by recruitment challenges. It has been determined that the Police Officer Trainee salary range is well below market. Therefore, it is proposed that the salary be brought up to market. By increasing the salary, the City of Richmond will be able to attract candidates that are interested in a career in law enforcement and bolster the recruitment efforts.

The Police Trainee classification is exempt and unrepresented.

The Deputy Director of Public Works – Operations and Maintenance and Deputy Director of Finance (Budget and Financial Services) salary ranges must be commensurate with other Deputy Director classifications, that have a similar scope of roles and responsibilities, and be placed in the 3.1 executive salary range to ensure parity.

IFPTE Local 21 union approves and supports this amendment to the bargaining unit assignment and salary range. The Personnel Board approved this change on June 23, 2022.

Deputy Director of Public Works – Operations and Maintenance and Deputy Director of Finance (Budget and Financial Services) Bargaining Group Assignment Amendment

On March 22, 2022, the City Council approved the addition of the Deputy Director of Public Works – Operations and Maintenance and Deputy Director of Finance (Budget and Financial Services) positions to the City’s authorized staffing (position control) as part of the mid-year budget. These classifications are currently in the IFPTE Local 21 Mid-Managers bargaining group and must be aligned with other Deputy Director

classifications and placed in the IFPTE Local 21 – Executive Management bargaining group. In addition, the salary ranges must be commensurate with other Deputy Directors and be placed in the 3.1 executive salary range to ensure parity with comparable Deputy Director classifications.

IFPTE Local 21 union approves and supports this amendment to the bargaining unit assignment. The Personnel Board approved this change on June 23, 2022.

FISCAL IMPACT:

The annual salary and fiscal impact figures reflected below are estimates based on the current salary range and benefits costs projections. The annual salary and benefits impacts reflected below are a combination of base salary and projected benefits costs.

Electrician I/II:

The Electrician positions are permanently filled and will be reallocated to the Electrician II classification and will, therefore, have a minimal fiscal impact in the current and subsequent fiscal years. In addition, the salary and benefits will be budgeted in subsequent fiscal years. The current Electricians will be retitled to Electrician II and granted a 10 percent salary range increase per the formal agreement with SEIU Local 1021 to compensate them for additional duties associated with underground service alerts (USA).

Below is a table that delineates the salary and benefits cost difference for five (5) Electricians positions:

Electrician (5)
Current Salary Annual Impact for five (5) Electricians $33,399 Proposed Salary Monthly Impact for five (5) Electricians II $36,739 Annual Fiscal Impact Salary and Benefits @25% $50,100

In addition, a promotional recruitment will be conducted for the Senior Electrician, which will provide a promotional opportunity for a current Electrician. Salary will be determined by the candidate’s base salary in accordance with SEIU Local 1021 – General Employees MOU Article II, Direct Pay for Services, section J. Promotion Effect on Rate of Compensation.

There are no proposed increases to the department’s FTEs; one Electrician II position will be reallocated to the Senior Electrician position, maintaining the department’s current staffing level.

Salary schedule amendment changing the salary range for Police Officer Trainee, Deputy Director of Finance (Budget and Financial Services) and Deputy Director of Public Works – Operations and Maintenance:

Page 5 of 7 ends

July 5, 2022
There will be no negative fiscal impact in the current fiscal year for the Police Trainee.

Salary and benefits will be budgeted in subsequent fiscal years as positions are added or reallocated.

There will be no negative fiscal impact in the current fiscal year for the Deputy Director of Public Works – Operations and Maintenance and Deputy Director of Finance (Budget and Financial Services) funding is currently available in the approved Finance and Public Works budgets due to the adoption of these positions in the mid-year budget.

Accordingly, the salary and benefits will be budgeted in subsequent fiscal years.

Bargaining group unit amendment for Deputy Director of Finance (Budget and Financial Services) and Deputy Director of Public Works – Operations and Maintenance:

The bargaining group unit assignment will not have a fiscal impact.
