When voting on
this issue, I only
voted yes with the
understanding that
the take back to
the council was to
continue to
negotiate with the
various police
unions to get a
contract done. If I
was presented with
what was written in
the agenda report
with the rst two
setences, I would
ave voted no and
this would have
not passed. Again,
my
recommendation is
to get a contract
done that benets
the community at
large. Money
should not be
wasted and just
given to the police
just because.

Richmond will not
continue to survive
safely with the
number of ocers
currently working.

We have been
fortunate that we
have not had an
incident of an
active shooter in
our city. Right now
we are living on the
edge.

Our Ocers
are over worked.

We are not saving
money because of
the mandatory
overtime and many
of the auxillary
services tax payers
should be receiving
are not being
provided. As a
senior resident of
Richmond, the
expectation is if I
need assistance I
should not have to

An ocer

Therefore, I am
asking the Council
to approve item Y.2

from disaster.

this in perspective,
Richmond funded

Hello Mayor Butt, Council Members and Staff,
I have a couple of comments to go into the Record

1. for the September 20, Agenda, the Council should revisit reinstating the Standing Committees

2. for the September 27th meeting, the Council should consider Inviting Sabrina Landreth to provide a Report on How CO-VID 19 has Impacted Park Services

Dear Mr. Mayor and City Council members,
I am a Richmond resident who lives in a rental. Last week I sent an email writing in support of putting on the ballot an "initiative to adjust the maximum allowable rent increase on rent-controlled units to 60 percent of CPI or (3) percent (whichever is lower)." I explained how rent increases have been effecting tenants in the Senior"affordable" housing complex where I live, who are either being evicted or having to move due to ever increasing rents. And who are also having to make difficult choices with where they spend whatever they have left because of the high costs of food, gas, medicine and other increases due to inflation.

I would like to add that, if this is the effect that large rent increases are having on tenants in so called "affordable housing", I can't imagine how hard it would be for other tenants in Richmond to afford large increases in rents who don't qualify or aren't able to find affordable housing units. Many of these tenants, especially those who have minimum or low paying jobs or who are unemployed because of the pandemic, would have an even more difficult time to afford steep increases in rents. These are the very people who both tenants and landlords alike rely on to conduct their lives from day to day. These are the people who work in our stores, harvest the food we eat, who prepare and serve our food, who take care of landlords' yards, who clean some peoples' homes, who clean for businesses - including apartment complexes, who care for our children our elderly and disabled, who assist in hospitals and health clinics, etc.

Where is everyone supposed to live if only those who make large amounts of money can afford rents? Please prevent any more people from becoming homeless and find ways to house those who can't afford homes. I strongly support this measure, that while still allowing rent increases would put a cap on how much owners can raise rents in Richmond.

Thank you again for your consideration of this important matter.

Karen

Dear council members,
Please help to keep

our community safe by voting yes on Y2 and Y3.

Lately we have been living in a much more violent community, and crimes have escalated. These has been increasing at the same time that our police department has been defunded. So please help us all by giving funds back to our police department so we can have more offices working to keep us all safe.

Thank you!

We live in Richmond Annex and just last week had our catalytic converter (cc) stolen. Our neighbor, one block away, also had her cc stolen the same day.

I understand this problem is epidemic and there are much more serious crimes occurring in our city.

Therefore, I wish to SUPPORT our Richmond police and URGE YES on Y.2 and Y.3 Sent from my iPhone

Dear Sir or Madam:

Please endorse and support the agenda items Y.2 and Y.3:

Item Y.2 asks the City Council to approve a minimum RPD staffing of 165 sworn officers.

Item Y.3 asks the City Council to place an advisory question on the November 2022 ballot to restore RPD staffing to 165 sworn officers.

Both of these items are of the highest importance to me as a resident of Richmond. Our police deserve this funding and support in order to adequately serve our community. Thank you.

Sincerely,
Chris Kramer

We need to pass these two agenda items.

The International City/County Management Association Center for Public Safety recommendation is, at the low end, 1.8 officers per 1,000 residents. We should have around 198 officers based on a population of 110,000.

Not to fund more officers continues to put the lives of our officers and the residents of Richmond at risk. It is cruel and unusual to put such outrageous demands on our officers who work 18 hour shifts, sometimes days in a row. They are mentally and physically worn out. I have never seen morale so low. They do not have the respect of the Council majority who do not listen to the very people they claim to represent.

I urge you to act now and approve both agenda items before it’s too late.

Subject: URGENT: Ask Richmond City Council to Support Minimum Police Staffing & Public Safety!

Logo

URGENT - COMMUNITY ACTION NEEDED AT
TOMORROW’S CITY COUNCIL MEETING!
Please Support Minimum Police Staffing
and Public Safety for All
Over the past two fiscal years, the City Council defunded the Richmond Police Department (RPD) and cut sworn officer
positions from 178 to 145.

As of July 20th, 2022, RPD has only 117 sworn officers on staff, with 18 out on leave.

This leaves the City of Richmond with only 99 active sworn officers, not accounting for unforeseen vacation/sick/bereavement leave.

There are an additional 19 sworn officers eligible for retirement by Dec 31, 2022. If those 19 officers retire, Richmond would drop from 99 to 80 active sworn officers.

To put this in perspective, Richmond funded 196 sworn officers when we had a nationally acclaimed community policing model.

We could approach 80 active sworn officers by December.

To meet the City’s patrol needs, RPD had to eliminate, reduce, or transfer its investigative units over the past two years, while also adopting mandatory overtime (OT) and
lifting their mandatory OT
cap of 64 hours per pay period to address unforeseen absences.

Changes in staffing (with OT) included:

The Criminal Violence Reduction Team (previously the Gang Unit), Intelligence Unit and Narcotics Unit were all eliminated.

The Robbery and Property Theft Investigative Units were combined and officers reduced.

The Homicide Unit was reduced.

The Regulatory Unit was transferred to Code Enforcement but is not staffed.

CSI is currently understaffed, resulting in cross-trained officers routinely being pulled from patrol duty to investigate & process scenes.

View Detailed City Council Report
To assess morale, retention, and recruitment concerns, the Richmond Police Officers Association conducted a survey of their members in March 2022. At the time their report was generated, 72% had responded; some key results are captured below.

This staffing & morale crisis is unsafe and
unsustainable!
To address this crisis, RPD’s analysis shows that a minimum staffing level of 165 sworn officers, 20 more than the current funded level of 145, would create a healthy work force with minimal OT.

RPD is competing against other cities vying for quality candidates from a historically low applicant pool.

Bay Area cities that sustain adequate or full staffing levels exhibit these attributes:

Their elected officials listen to the concerns of everyone in their community.

Their elected officials and city manager create a supportive atmosphere and publicly voice their desire to have a healthy and robust law enforcement staff. This culture attracts the best and brightest law enforcement personnel.

These values are articulated in their labor contract, including competitive salaries and hiring incentives.

Richmond doesn’t meet any of these criteria.

Tomorrow, July 26th, there are two city council agenda items addressing this public safety crisis.

Item Y.2 asks the City Council to approve a minimum RPD staffing of 165 sworn officers.

Item Y.3 asks the City Council to place an advisory question on the November 2022 ballot to restore RPD staffing to 165 sworn officers.

Please urge your City Council to vote YES on Y.2 or Y.3 to help retain and recruit quality sworn officers; alleviate OT; improve morale; and promote the mental & physical
well-being and safety of our officers and, therefore, our community.

I BEG all members fo the City Council to vote YES on Y.2 or Y.3 We need to retain and recruit qualified police:

it is vital to feel and BE safe in our
community. Richmond cannot afford to lose more police officers or police officer positions.

Our police are not racist: they are here to help all members of our community. It is insane to depend

to have our police dept. depend on overtime
Our current police dept is already dangerously understaffed. Community policing has been destroyed. We need to staff the PD sufficienty to reinstate community policing.

PLease listen to your constituents, and do not allow further attrition or cuts to the police department, and please restore some of the cut that have been made. We need to be supportive of our local police department. Every survey of Richmond residents has shown the safety is one of the highest priorities: please respect that.

To Richmond City Council,
My name is Jennifer Devries, and I'm emailing as both a concerned resident of Richmond and a county physician who serves the people of Richmond. I am in opposition of Agenda items Y2 and Y3.

The Richmond Police budget is already high as is; we do not need to be allocating further dollars towards increasing police staffing especially when the crime rate in Richmond is decreasing. I disagree with establishing a minimum staffing requirement. This does not allow for flexibility

with the changing

needs of our communities and will force the city to spend money on policing when it is not needed.

We, as a community, should be using our dollars towards the health and wellbeing of our community. We need to use this money to

invest in the care of our community such as with
youth employment, housing and services for our unhoused residents, and non-police mental health crisis response.

I urge you to vote against agenda items Y2 and Y3.

Defunding the police is not working. It has left the citizens of Richmond, regardless if they are a homeowner or renter, without enough police

force to safely manage the population.

Defunding the police is irresponsible and untenable and needs to stop.

I also wanted to share that someone attempted to break into my home, during the day, while I was physically in my house. No point in calling the police as nobody would come to investigate.

A neighbor on my block, who lives about 10 houses north of my home, was confronted by two women

who tried to steal her phone and assaulted her. IN THE MIDDLE OF THE DAY.

The sideshows and endless number of cars speeding and doing burnouts and donuts in intersections is dangerous and needs to stop. There is not enough police force patrolling the streets to stop this dangerous behavior.

Richmond is falling apart and it's citizens do not feel protected. Stop defunding the police.

Please vote YES on Items Y. 2 and Y. 3. It is vital that we have enough police officers to keep the city of Richmond safe. What ridiculous thinking to believe that eliminating police in our, or any city, will improve that city in any way. Defunding the police must stop!

Petty and serious crime in Richmond are out of control. Catalytic converter theft, break‐ins, robbery and assault, drive‐ by shootings are multiplying. Areas of lawlessness now abound. Homicides are not investigated, or poorly investigated due to lack of resources.

As a resident, I am extremely concerned with the rapidly decreasing quality of life in our community, and the rising levels of stress, adding to the worry of the pandemic.

This is unacceptable, unsustainable and largely the result of a misguided political decision.

To remedy this woeful state of affairs,  I urge the city council to restore law enforcement staff to its pre‐crisis levels. It's easy to start the ball rolling: vote yes on Y2 and Y3.

Lack of action on this will necessarily have political ramifications.

Dear City Officials
I am concerned that our basic needs are not being met due to lack of

funding for the
police force.

I recently called for assistance and was told that due to lack of staffing the police would not come out unless it was an active emergency.

What kind of support for the community is that?

Dear City Council,
I urge you to approve items Y.2 and Y.3. Richmond neighborhoods are in desperate need of full time neighborhood patrols and policing. Traffic crime, drugs, gun violence and property crimes are completely out of control.

Criminals drive at freeway speeds through neighborhoods, steal our mail, packages, cars, car parts and all manner of other property. Criminals know there are not enough police to enforce the law.

The city council’s experiments with alternatives to policing have been dismal failures, as demonstrated by the declining quality of life in Richmond. Please approve items Y.2 and Y.3.

Sincerely,

To whom it may concern:

Our business is in a disadvantaged part of Richmond (253 S 25th St.) and we encounter noise pollution, dumping, drug deals/use, abandoned vehicles, homeless encampments and other illegal activities on our street.

On the occasions that we've
called the police about non-life threatening activities, it takes a long time for them to respond, if they're able to respond at all.

When they do show up we've found them to
be courteous and helpful, but they also share that they're unable to adequately respond to quality of life issues due to staff shortages and defunding.

We are asking the City Council members to approve the following agenda items at their meeting tonight:

Item Y.2, to approve a minimum RPD staffing of 165 sworn officers.

Item Y.3, to place an advisory question on the November 2022 ballot to restore RPD staffing to 165 sworn officers.

As business owners who now pay taxes far higher than surrounding cities due to the implementation of Measure U, we bear a big part of the burden of keeping our city clean and safe. We ask the City Council to do their part by adding more sworn officers to assist in these efforts.

Re: Restoration of adequate funding for the Richmond Police Department (a comment from a Richmond taxpayer) Public safety must be a prime accountability of city government. Sworn officer headcount has dropped to levels inadequate to the challenges of policing our city and appears at risk of dropping further. Unfortunately, in the real world, a visible presence and predictable response of officers is necessary to the maintenance of the civil society. (As is a credible level of consequence once suspects are apprehended…) Look around. Rampant grafitti, illiegal dumping, break-ins, unsanitary encampments, and storefronts shuttered due to vandalism and loss, these are not just the predictable result of Richmond’s historic pursuit of policy unfriendly to business, but they are symptomatic of a loss of respect for the institutions necessary to our public safety. Are these to be allowed to worsen still?
“Pride and Purpose.” Please take a step toward restoring the meaning. Please vote to support the RPD’s recommendation of 165 sworn positions.

Subject: Measures Y.2 and Y.3

Dear City Council,

I ask you to please approve either Measures Y.2 or Y.3 regarding retaining and recruiting quality police officers.

As you know, Richmond had 196 sworn police officers when it was a nationally acclaimed community policing model under Chris Magnus.

As of July 20, 2022, there are only 117 officers on staff, with 18 out on leave.

This leaves us with 99 active sworn officers, half of what we used to have!!!! 19 sworn officers are eligible for retirement in December of 2022, thus leaving us with only 99 to 80 sworn officers.

The investigative units were reduced. The homicide units were reduced. The narcotics unit was even eliminated!

We need to alleviate overtime, improve morale, by promoting the physical and mental well- being of our officers you help our community.

Thank you

To the Elected Officials of the City,
I am a resident of Contra Costa County and am writing to oppose measures Y2 and Y3. I work in healthcare in county facilities--in jails, public access hospitals, and clinics, and I have had the chance to work with law enforcement officials who carry out their duties with respect, but I have also worked with some who use their authority for abuse.

Those who bring dignity to their work are the employees who have loyalty to the community; their trust must be earned with livable wages and a system that supports them in the work that they do while offering alternatives to services that often fall under their jurisdiction but for which they are not trained to complete.

Measure Y2 will dilute funding rather than reinvesting in the talent we already have. This money would be better spent raising the salaries of loyal community workers and investing in new initiatives such as the Community Crisis Response Program.

Richmond Vice-Mayor Martinez and City Council members Jimenez, Johnson, McLaughlin and Willis copy to Mayor Butt and Council member Bates and City Manager Curl I urge you to either adopt the proposed increase in the minimum Richmond police sworn officer staffing level to 165 or if you won’t do that, to adopt a resolution to submit an Advisory Question to the City electorate at the General Municipal election on November 8, 2022 as to whether they approve a restoration of Richmond police officer staffing to 165 sworn officers – answers to the Advisory Question would provide a check on whether the majority of voters agree with you or would prefer an increase in the

police staffing level. It is time to find out what the general public would like from the Police Department and hence the needed staffing. Having this question on the ballot would enable the largest feasible survey of the Richmond community on this issue and at a very low cost.

Dear Members of the Richmond City Council,
My family and I have been residents of Richmond since 1967 and have seen changes throughout those years with one of the changes being a lower count of criminal activities recently unlike some neighboring cities.

In order to continue the downward trend of crime in our city, it is very important that we maintain a well-qualified police force who are attracted to our city for employment because of the care given to the welfare of the members of the force.

These benefits
include an adequate police staff to care for all of Richmond's citizens, and an adequate and competitive salary schedule to attract the best-qualified applicants.

PLEASE VOTE FOR Y.2 OR Y.3.

THANK YOU!

I am concerned about the increase in violent and non-violent crime in Richmond. There is more dangerous and reckless driving, more theft and burglary, more gang activity in the area than there was a when my family moved here 7 years ago.

There will be those who say that the police are not the answer to these problems. To them I would say that increased community policing is not the entire answer - but it has to be part of the answer if we are going to be safe living in Richmond.

I live and work in Richmond. The pandemic is over. We all need to get back to normal. That includes enforcing laws. Not only murders and rapes, but moving violations, noise ordinaces, parking enforcement and other quality of life crimes. If you refuse to go back to making this an acceptable place to live, people and businesses will move out and you’ll lose a lot of tax revenue. Hire enough cops if you can still find anyone willing to do the job, and make sure they do their jobs.

Public Comment:Item #Y-2 Richmond Police Department Minimum Staffing Levels (07/26 City Council Meeting)
The following comments are being submitted on behalf of the Council of Business & Industries. We ask that the city re-evaluate the staffing of our current Richmond Police Department (RPD) and review RPD’s analysis which indicates that a minimum staffing level of 165 sworn officers, 20 more than the current funded level of 145, would create a healthy work force with minimal overtime (OT).

Over the last few years, many of our businesses have reported an increase in crimes including break-ins of office buildings, theft of equipment, break-ins of employees’ cars, destruction of landscaping, illegal parking, dumping on business sites and right of ways, etc. Unfortunately, due to the strain on our police department, low staffing, and elimination of the investigative unit, the Richmond Police Department have done their best to follow-up on crimes. However, businesses have found that they are being asked to use the on-line reporting system which is not conducive to reporting of business and commercial theft, and only provides support in filing an insurance claim, but not stopping the crime incident rates.

The cost to businesses, especially small businesses is not just the loss of equipment, impact on employees, deteriorating and unsightly surroundings, and increased insurance fees -a drain on their resources, but, the fact that businesses’ payment of taxes and impact fees are not providing the public safety support that these fees are intended for.

Over the past two fiscal years, the city council has cut sworn officer positions from 178 to 145. This has been reduced to 117 as we have 18 out on leave, but with vacation/sick/bereavement leave we actually only have 99 active sworn officers to
patrol our city. There is concern that an additional 19 officers are eligible to retire by the end of this year.

To put this in perspective, Richmond funded 196 sworn officers when we had a nationally acclaimed community policing model. We could approach 80 active sworn officers by December.

To meet the City’s patrol needs, RPD had to eliminate, reduce, or transfer its investigative units over the past two years, while also adopting mandatory OT and
lifting their mandatory OT cap of 64 hours per pay period to address unforeseen absences.

To meet the OT requirements, the following had to be implemented: The Criminal Violence Reduction Team (previously the Gang Unit), Intelligence Unit and Narcotics Unit were all eliminated.

The business community is concerned that the current level of staffing is not supporting the needs of the residents, the community and the businesses. We believe that crimes against businesses are being underreported as the recourse to report on line is cumbersome and the outcome is only for insurance purposes. Please review the RPD report and increase the minimum staffing to support the safety of our community.

To City Council Members:

I am writing to urge you to modify Item Y.4 to better prepare residents at the Rydin Road encampment as it closes.

The current proposed plan does not adequately
support Rydin Road residents as they seek to transition to safer and more reliable housing.

Specifically I recommend the City Manager to consider the following points in its planning:
--[if !supportLists]-->1. <!--[endif]-->Before closing Rydin Road, contract with the Collaborising team to dedicate at least two full time staff to support the transition effort in cooperation with the City Manager’s office and coordinating regional agencies; <!--[endif]-->Ensure that each current Rydin Road resident receives the Flexible Relocation Funds
that have been set aside in the City budget for their support; and <!--[endif]-->Allocate additional "flex funds" to assist Rydin residents with transitional hotel vouchers, gas cards, storage, airline/train/bus tickets, rent, and rental deposits, etc.

Richmond residents rely on our Council members to fully support our most vulnerable residents in a safe, humane, responsive, and flexible manner.

Thank you.

As a long-term Richmond resident I’d just like to encourage u to listen with empathy and compassion to the stories u hear from the Rydin Rd residents this evening!

Then pls ask urself

is it right / humane to insist on sunsetting what seems to be their only legalized residential option?

Pls consider options that, not only “ sound good on paper, put can tangibly support each of the 26 residents to move-out and into suitable accommodations to meet their unique needs!

I have kept #3 &#4 spots clear and clean for over a year. It's how I live.

I've already repaired the critical mechanical problems with my van/home.

My van passed SMOG in June.

Once I'm reimbursed for those documented expenses and once my DMV charges are paid, I can and will leave.

What has sustained me is my trade and Soc. Sec.

I suggest that the City put those Rydin residents whom the City wants to help out, into a trade education program so they can earn and become a useful Richmond citizen.

HCEB has treated me fairly.

SOS has provided critical street services also.

And I believe Collaborising has had the BIGGEST impact on the community of all the organizations.

Keep them please.

Thank You.

Dear City Council,
I urge the City Council to amend option 3 of the City Manager's proposal of the Rydin Road Closure to fund Collaborising to do resident assessments to aid in the

transition away from
Rydin Road.

It is inhumane and unrealistic to expect unhoused people to leave Rydin Road without proper transition plans and without

financial assistance.

Closing

the Rydin
Road on August 31st while the council is on vacation is simply WRONG!

This plan will fail
and scatter residents throughout

Richmond streets.

In order to safely close Rydin Road we
need TIME (October

22nd closure), a PLAN (completion of assessments), and Funding (boots on the ground to do the work as well as financial assistance for folks to move on).

In solidarity,

Mayor Butt and City Council members:

The homeless encampment on Rydin Road has created numerous problems for businesses in the area as well as for visitors to Point Isabel Regional Shoreline, one of the gems of Richmond. The amount of trash, including drug paraphernalia, has increased substantially, as has crime, threats, and the drain on city resources.

I urge you to mandate the sunset date of the encampment as Aug. 31, 2022, and to follow the related recommendations listed in the report from the city manager's office dated July 26, 2022.

Thank you for your consideration of this important matter.

Sincerely,
Marla Miyashiro

While it is important for the Rydin Road Encampment to close, the people there need enough time and support to make a meaningful transition possible. The

plan needs to be more than
ending one problem while creating new problems.

The proposal in the agenda recommends August closure and an exclusive contract for HCEB.

More time and people are needed.

I encourage consideration of closure dates of at least September if not October. Also, the contract needs to include essential subcontract work performed by Collaborising

as described
in the third option in the presentation for the council meeting.

Thank you for your consideration. I plan to speak during public comment in Tuesday night's meeting.

KEY UPDATES
May 2022 - Present

KEY UPDATES
We are currently moving our cash grant
program from one-time support into a
periodic and unconditional cash payment.

The fund provided one-time $500 grants to residents
who sought support, were referred through various
organizations in the coalition, and who were
experiencing financial hardship due to COVID-19.

R3F has provided $431,000 in direct
disbursements and $385,000 in
rental relief payments. R3F
disbursements have made an
enormous impact in families' lives;
addressing housing and economic
security.

Over 862 families were served
with direct cash grants, while 77
families were assisted with rent
relief.

We know that $500 will not get us to community
stabilization, but that an ongoing cash transfer could
help to change the narrative and engage the
community in a process to inform systems change.

NEXT STEPS:

Strategic Planning
Fundraise to support strategic policies.

What will R3F look like in 2023-2028?
Building capacity with HCC Interns
(June-August)
Establishing rent relief 2.0
Continue to administer funds while

transitioning to focus on GI and
support the rent relief partners to
establish a more permanent funding

economic justice conversation,
and narrative change

Mayor Butt and City Councillors,
As shown on the attached map, the Castro Street encampment has straddled and blocked the spine San Francisco Bay Trail between Pennsylvania and Gertrude Avenues for more than a year. This means that Richmond residents from neighborhoods to the South ranging from the Iron Triangle and Atchison Village to Point Richmond haven’t been able to safely bicycle or walk the Bay Trail to reach Point Pinole Regional Shoreline or Atlas Road employment centers such as Amazon, Whole Foods and UPS. Conversely, North Richmond residents haven’t been able to safely bicycle or walk to Macdonald Avenue employment sites such as Kaiser Permanente and Social Security Administration or to The Plunge and Miller/Knox Regional Shoreline.

TRAC was delighted
by the City’s success in obtaining this $4.8 million grant to assist the City in providing services to support people living at the Castro Encampment onto paths to safe and stable housing and result in sustainable restoration of this Bay Trail segment. The agenda report states that “The project aims to move all encampment residents into stable housing by June 2023”. However, the contract Performance Schedule calls for placing only 15 - 35 residents through Housing Assistance during this period. Moreover, the proposed project management services contract extends another year to June 2024. Thus, contract terms do not call for housing all residents of the encampment by June 2023. Moreover, the contractor will have an economic incentive to perpetuate this homeless encampment and continue billing the City for services attempting to manage the situation.

The contract should be amended to deliver on the stated aim of moving all encampment residents into stable housing by June 2023.

Bruce
