RECOMMENDED ACTION:

APPROVE a first amendment to the Cooperative
Personnel Services HR Consulting (CPS) contract to
extend the term date through June 30, 2025, change the
scope of services to include the Fire Promotional
Vacancy and Police Officer recruitments, and increase
the payment limit from $50,000 by $189,080, for a total contract amount not to exceed $239,080; and
APPROPRIATE funds from the General Fund – Human
Resources Department (Sharrone Taylor 510-620-6602).

DISCUSSION:

The COVID-19 Pandemic has adversely impacted the ability to attract sworn safety candidates. In addition, the phenomenon, known as the Great Resignation, has further affected recruitment efforts nationwide and has caused public agencies to explore innovative strategies to attract candidates.

The City Manager requested that the Human Resources Department create an innovative marketing strategy to attract Police Officer candidates to the City of Richmond. As part of the plan, the City engaged Municipal Resource Group (MRG) to oversee the effort and Cooperative Personnel Services HR Consulting (CPS) to provide recruitment services. CPS will lead the Police Officer recruitment effort and, in addition, manage the promotional examinations for the Fire department.

CPS has a tried-and-true approach to recruitment and has a bevy of highly qualified and experienced recruitment professionals. In addition, they have successfully created a multi-pronged virtual social media outreach marketing strategy that has proved very successful. The Human Resources Department has partnered with CPS on other recruitments and is pleased with the service and products.

Police Officer Recruitment

The Police Department currently has eighteen vacancies, with more expected by year- end due to retirements, promotions, and resignations. The Police Department has an existing recruitment process and has recently created an attractive, robust, and intuitive website to bolster its efforts. CPS will work with the Police Department to develop a comprehensive digital marketing campaign, recruitment, and selection process to attract and retain candidates. The marketing strategy will include casting a wide virtual net using social media, hosting virtual careers fairs, and conducting state-wide and nationwide candidate searches. In addition, CPS will conduct the recruitment and aid in the selection process.

Fire Promotional Vacancy Recruitments

The Fire department needs to fill promotional vacancies. Their support is necessitated due to recent staffing losses in the Human Resources department. In addition, their

experience and expertise are much needed to oversee these critical recruitments. CPS will be conducting examinations for Fire Captain, Battalion Chief, and Fire Engineer, and will provide a comprehensive examination process comprised of oversight of the examinations, development of practical exercises, assessment centers examination content, candidate and assessor orientation, examination scoring, feedback report, and candidate inquiry responses.

Currently, CPS is contracted to conduct executive recruitments. The current contract has a not to exceed amount of $50,000. The contract amendment is necessary because the scope of work is being expanded to include recruitment services for the Police and Fire Departments. These services will include providing examinations, assessment centers, scoring for Fire Promotional Vacancy recruitments, as well as the marketing plans, candidate outreach, examinations, and assessments for Police Officer recruitments. The costs of the services ($189,080) are reflected in the contract limit increase for a new not to exceed amount of $289,080. Further, the term is extended to ensure that there is adequate time to fully complete the recruitments.

RECOMMENDATION:

Based on the above, Human Resources staff recommends that City Council approve the amendment to the CPS contract, which will allow Human Resources to implement a robust Police Officer recruitment strategy and conduct the Fire Promotional Vacancy recruitments.
