Background
City Council approved the FY 2022-23 ECIA Grant Program which consists of four categories that were designed to allow a wider breadth of organizations, of varied capacities, to access $375,000 in ECIA grant funds. The four categories are briefly described below, and a more detailed explanation of each category is included in the June 21, 2022, City Council staff report (Item W.3.a).
Categories 1 and 2: “Competitive Grant Awards” with a total allocation of $225,000
Category 3: “City Council Approved Awards” with a total allocation of $100,000 Category 4: “Community Services Mini-Grant Awards” with a total allocation of $50,000 (Grants are available in amounts up to $5,000. Information is available on the Community Services Department webpage at http://www.ci.richmond.ca.us/3508/Richmond-CSD-Mini-Grant-Program.)
City Council appointed an Ad Hoc committee (Committee) consisting of Councilmembers Claudia Jimenez, Demnlus Johnson, and Melvin Willis to work with City staff to provide a recommendation to City Council on awarding ECIA grant funds to non-profit organizations through the City Council-Approved Awards (Category 3).
City Council Ad Hoc Committee Recommendations
The Committee met with City staff on July 26, 2022, to discuss the list of eligible organizations to receive funding under Category 3 and to make recommendations on which organizations to award funding for City Council consideration and approval. The eligible list consisted of the 35 organizations that applied for the ECIA grant but were not funded through Categories 1 and 2 (Attachment 1). Forty-six organizations applied for ECIA grant funds through Categories 1 and 2 and 10 organizations were awarded funding at the June 21, 2022, City Council meeting.
The Committee did not review individual applications but were provided with proposed project summaries that were included as part of each applicant’s original

grant application. City staff shared information from each organization’s full application given additional information was requested by a committee member.
The Committee recognized that there are many wonderful organizations providing services in Richmond; however, with limited resources available, the Committee took several items into consideration when determining funding recommendations.
The items included, but were not limited to:
Annual budget amounts
Previous grant recipients
Number of Richmond residents served
Belief that recommended organizations could help address current and pressing needs facing the Richmond community
ECIA Grant Review Committee’s rankings and evaluations
Based on the above considerations and discussion, the Committee made the following recommendations:
